Since 2016, Cedefop has been developing a system for collecting, processing and analysing online job advertisements. This call foresees adoption, maintenance and further development of the data production system and its parts for the 2020-2024 period, aiming at full implementation within the European Trusted Smart Statistics Centre’ Web Intelligence Hub. To pave the way for setting up of the European Trusted Smart Statistics Centre and its Web Intelligence Hub, Cedefop and Eurostat have decided to join resources and expertise.

II.2.4)Description of the procurement:
In fulfilling their mission, Cedefop and Eurostat aim at using all available data sources including the emerging digital ones. To join efforts in exploring and using the new data sources, especially the online job advertisement data are crucial for providing timely and relevant statistics and a knowledge base on skills’ demands. This call for tenders is therefore being launched as an interinstitutional procurement, with the European Centre for the Development of Vocational Training (‘Cedefop’) as ‘Leading Contracting Authority’ and Eurostat as ‘Participating Contracting authority’. This procurement procedure shall lead to the signature of a single framework contract signed by Cedefop on its behalf and behalf of Eurostat. Both institutions shall assume joint and several liability towards the contractor for meeting their obligations resulting from the contract (signature of Order Forms and/or Specific Contracts and invoicing). The objective of this call is to maintain and develop further the DPS developed under the 2017-2020 project and translate it into continuous and uninterrupted data flow and subsequent analysis. Currently, the DPS covers all EU Member States and the United Kingdom. To provide data beyond current EU, it is required that the system will be extended to cover all countries of European Statistical System (ESS). DPS will be developed in the way to become a central component of the WIH. Thus, the works also include the exploration of other web data, building on the experience obtained with online job advertisements.
