The European Parliament will have 30 calendar days in which to pay the sums owed. Payments are considered made on the date on which the European Parliament's account is debited (see draft framework contract in the invitation to tender documents).
III.1.3)Legal form to be taken by the group of economic operators to whom the contract is to be awarded:
Groupings of economic operators may tender if they provide an authorisation giving them sufficient power to commit the insurer/insurers on behalf of whom they are acting. This may involve an entity with or without legal personality: a consortium, a private agreement or any other appropriate form of cooperation. Prior to contract signature, the European Parliament reserves the right to request that the grouping awarded the contract assume a specific legal form if this is necessary for satisfactory performance of the contract (see specifications — administrative clauses).

Information and formalities necessary for evaluating if the requirements are met: positive profit margin (gross operating surplus) for each of the past 3 financial years for which accounts have been closed (see specifications — administrative clauses).
Minimum level(s) of standards possibly required: — minimum annual turnover of 60 000 EUR for insurance intermediaries, in insurance intermediary services in the field of motor vehicle insurance, for each of the past 3 financial years for which accounts have been closed,
— minimum annual turnover of 250 000 EUR for insurers, in insurance services in the field of motor vehicle insurance, for each of the past 3 financial years for which accounts have been closed.

III.2.3)Technical capacity
Information and formalities necessary for evaluating if the requirements are met:
— insurers must have at least 3 years' experience in services in the motor vehicle insurance field provided over the past 3 years (2012, 2013 and 2014),
— if an insurance intermediary is tendering, it must have at least 3 years' experience in insurance intermediary services in the motor vehicle insurance field provided over the past 3 years (2012, 2013 and 2014),
— the tenderer must prove that he fulfils all the legal conditions required to work in the insurance field. This requirement concerns, where appropriate, all members of the grouping and subcontractors, whose share of the contract exceeds 20 %, as well as the insurance intermediary (see specifications — the administrative clauses).
Minimum level(s) of standards possibly required:
experience will need to comprise, as a minimum, 1 reference for a volume similar to that of this contract, i.e. a fleet of at least 60 motor vehicles (see specifications — the administrative clauses).
