This Prior Inforamtion Notice has been published in the Official Journal of the European Union to launch a call for innovative solutions and period of open market consultation and to inform a future tender concerning the personalisation of joint replacement, shifting from a ‘best fit’ scenario to tailor-made joints for each patient. The documentation provides all interested parties with information concerning this challenge and an opportunity to express interest and participate in a market sounding in advance of an open market consultation event later in the year.

II.2.4)Description of the procurement:

CSPT will be launching a tender in the first half of 2022 with the objective to fundamentally rethink the joint replacement care pathway to improve patient outcomes.

Tailor-made solutions would remove the resource-intensive preparation for surgery and optimise the joint replacement process. By 'tailor-made' we mean bespoke implants and patient-specific instrumentation enabled by precision measurement taking into account variables such as height, weight, age, derived during the pre-operative examination process that can be processed to enable on-demand, personalised manufacture of implants and patient-specific instrumentation.

The traceability of the whole surgical process from the point when the responsible surgeon indicates a surgery until it is carried out is necessary to monitor the whole process. This is essential for compliance with European regulations on custom-made medical devices.

CSPT is not alone in having identified this opportunity and the potential for transformation of this care pathway. In launching market engagement exercise we are joining forces with other interested buyers (Biodonostia Health Research Institute (Spain); Vall d’Hebron Barcelona Hospital Campus (Spain); Hospital Clínic de Barcelona (Spain) and Vilnius University Hospital Santaros Klinikos (Lithuania)) to communicate this need for innovation to the market. We are calling on all parts of the supply chain together with innovation networks to respond to this call for innovation. In moving this procurement forward, we need to understand the current state of the art, product and service developments coming on stream, ideas emerging from R&D projects, and opportunities co-creation with suppliers to help us to deliver a progressive and forward shifting from a ‘best fit’ scenario to tailor-made joints for each patient. We are therefore now entering into an open market consultation with potential suppliers.

The current Prior Information Notice (PIN) in the Official Journal of the European Union aims to provide advance notice of this tender and launch a period of market sounding and consultation in advance of the formal tender process. The purpose of this market engagement is to seek feedback from all parts of the supply chain on the different options that are, or could be, available given the right market conditions, that will enable CSPT and its partners to enhance patient outcomes through innovative solutions in to improve joint replacement care pathway.

We are interested in hearing from all parts of the supply-chain on the appetite, capability and capacity of the market to offer solutions that meets our requirements. We are interested in information and innovation from all parts of the supply chain that could:

• contribute to achieving improvements in one or more aspects of the requirement;

• contribute to a new total solution;

• provide a total solution;

• provide information on potential barriers that would need to be overcome to deliver the solution;

• scope for co-creation with suppliers.
