Copernicus local land monitoring services: production of very high resolution land cover/land use datasets — reference years 2012 (geographic extension) and 2018 (new) including change layer 2012–2018.
The purpose of this call for tenders is to establish framework contract(s) with (an) economic operator(s) who will provide the very high resolution (VHR) land cover/land use datasets including change layers and other ancillary datasets in the following areas and divided into the following lots:
lot 1: urban atlas;
lot 2: riparian zones;
lot 3: Natura 2000.
The services shall be performed at the contractor's premises (‘extra muros’) or at the EEA's premises in Copenhagen (‘intra muros’), depending on the requirements of each specific contract.
The urban atlas is meant to complement the statistical information from the urban audit with a geospatial component. It will address the production of very high resolution (VHR) land cover/use datasets over functional urban areas (FUAs), specifically the continuation of the mapping of urban atlas 2012 (geographic extension to EEA39) and street tree layer. It will also include change mapping between 2012 and 2018 and a new feature (building height over capital cities over EU28 and EFTA countries).
Furthermore, the framework contract resulting from this call for tenders for lot 1 aims at the provision of consultancy services ancillary to the production of the data layer specified above.
The contract is concluded for an initial period of 24 months with effect from the date on which it enters into force with the possibility of maximum 2 renewals for a period of 24 months and 12 months respectively.
To allow for a systematic assessment of freshwater ecosystems and riverine habitats, spatial information on distribution of land cover and land use (LC/LU) characteristics of riparian zones is required. This lot will address the production of VHR LC/LU on a riparian buffer zone of river segments belonging to Strahler level 2 (to complement the work already done for Strahler levels 3 to 8).
Furthermore, the framework contract resulting from this call for tenders for lot 2 aims at the provision of consultancy services ancillary to the production of the data layer specified above.
Natura 2000 is a network of core breeding and resting sites for rare and threatened species, and some rare natural habitat types which are protected in their own right. Some habitat types are known to have suffered from substantial declines throughout the EU. This lot will address the continuation of the land cover/land use (LC/LU) mapping of N2K sites (geographic extension) to a selection of N2K sites for semi-natural and species rich grassland habitats for 2012 and 2006 (as far as usable very high resolution satellite data is available for those 2 dates).
Furthermore, the framework contract resulting from this call for tenders for lot 3 aims at the provision of consultancy services ancillary to the production of the data layer specified above.
