Framework Contract for Expert Advisory Support to the European Space Policy and Programmes
The areas for which the tasks shall be performed within the scope of the framework contract are:
A. EU Space Programme and initiatives including, but limited to, European Satellite Navigation Systems (Galileo and EGNOS); Copernicus, Space Surveillance and Tracking (SST) programme, the GOVSATCOM initiative and the Critical Infrastructures Programme (CIP) programme;
B. International relations for space-related matters;
C. Space Research.
Supporting Manangement, Implementation, Monitoring and Reporting on the European Space Policy and Programme
Contractor's premises or any other place indicated in the tender specifications.
Task 1: Supporting the management of the European Space Policy, space research and Space Programmes;
Task 2: Supporting the implementation and monitoring of the European Space Policy, space research and Space Programmes;
Task 3: Supporting the reporting on the European Space Policy and Programmes.
Supporting Strategic, Economic and Market Uptake Aspects of the European Space Programmes, Including Space Research
Supporting the strategic, economic and uptake aspects of the European Space Programme.
A. Policy and strategy definition;
B. Raising Awareness;
C. Legal support.
Support to international strategy of EU Space programme:
In managing the European Space programme, the European Commission is working an international strategy which includes the establishment of common positions within international standard-making bodies or organizations, to develop jointly with third-countries innovative applications and space technology, and to enhance the global business environment for European companies.

An authorised representative of each tenderer may attend the opening of the bids. Companies wishing to attend are requested to notify their intention by sending an e-mail to GROW-GP2-CALL-FOR-TENDERS@ec.europa.eu at least 48 hours in advance. This notification must be signed by an authorised officer of the tenderer and specify the name of the person who will attend the opening of the bids.
Section VI: Complementary information
The Contracting Authority reserves the right for all 3 lots to use a negotiated procedure without prior publication of a contract notice for increasing the initial total value of each lot with max 2 000 000 EUR with all incumbent contractors. The Contracting Authority can apply this right, via an amendment, within 3 years following the conclusion of the framework contracts for services consisting in the repetition of similar services as indicated in the framework contracts. This procedure will be in line with Point 11.1 (e) and Point 11.4 of Annex I of the Financial Regulation.
