Utajärven kunnan elinympäristöpalvelut pyytää tarjousta hankittavasta Rokuan alueen latujen kunnossapitourakasta talvikausina 2021—2025 (neljä (4) talvikautta). Kunnossapitoalue sijaitsee Muhoksen, Utajärven ja Vaalan kuntien alueella. Kolme (3) kuntaa muodostaa latupoolin. Utajärven kunta toimii isäntäkuntana latupoolissa.

Palvelusopimuksen kattohinnaksi latupooli budjetoi 232 000 EUR, alv 0 % eli 58 000 EUR / talvikausi. Neljän (4) vuoden palvelusopimuksesta tehdyt kattohinnan ylittävät tarjoukset hylätään.

II.2.4)Description of the procurement:

Rokuan matkailu ja ulkoilualueen reitistöjen talvikunnossapitourakka. Liitteenä on kartta urakkaan kuuluvista reiteistä.

Nyt pyydettävä kunnossapitourakka on urakka-ajaltaan neljävuotinen käsittäen kunnossapitokaudet 2021—2022, 2022—2023, 2023—2024 ja 2024—2025. Urakkasopimukseen sisältyy myös mahdollinen optio seuraaville kahdelle (2) talvikaudelle. Optio voidaan toteuttaa tilaajan ja palveluntuottajan välisellä sopimuksella ilman uutta tarjouskierrosta ja option käytöstä sovitaan erikseen osapuolten kesken viimeistään 30.4.2025.

Tämän tarjouspyynnön kohteena on Rokuan alueen latujen ja talvireitistöjen (1.10.2021—30.4.2025) kunnossapitourakan kokonaisvaltainen tuottaminen.

Palvelualue (liitteenä kartta)

— Kuntokeskuksen ja Rokuanhovin välinen valaistulatu noin 3,4 km

— Hiihtostadion valaistulatu 2,8 km

— Retkilatu Rokuanvaara 5,3 km

— Monitoimireitti. Lähtöpisteet Kuntokeskukselta ja Rokuanhovi/hiihtostadion. Varsinainen rengasreitti on noin s7 km. Rokuanhovilta rengasreitille noin 2 km. Kuntokeskukselta rengasreitille noin 2 km

— Kuntolatu Martinkangas noin 5,3 km

— Kuntolatu Pitkämäki noin 4 km

— Yhdyslatu Ahmaksen lintutorni — Pitkämäen kuntolatu noin 4 km.

Urakkamuoto on kokonaisurakka ja urakan kohteena on sopimusmallissa mainitut hiihtoladut ja monitoimireitti. Kunnostusohjeet ja ohjelmat ilmenevät pääpiirtein sopimusmalli/urakkasisältö-dokumentissa. Maksatus tapahtuu laadittavan maksuerätaulukon mukaisesti. Koneiden siirrot kuuluvat hintaan. Hinta on sitovana voimassa koko sopimuskauden.

Urakoitsijan tulee tehdä tarjouspyynnön mukana olevalle laatusuunnitelmamallipohjalle toiminnan kuvaus. Laatusuunnitelma on tarjouspyynnön vertailussa pisteytettävä dokumentti (30 pistettä). Laatuarvioinnissa huomioidaan tarjoajan referenssit/kokemus ja koulutus, kalusto, resurssit, toiminnan laatukuvaus.

Tarjouksessa on ilmoitettava kokonaishinta koko sopimuskaudelle ja tarjous tulee tehdä tarjouslomaketta käyttäen.

Laskentakaava hintaeron pisteytyksessä. Halvin hinta saa 70 pistettä. 1 % hintaeroa vastaa 1 pistettä arvioinnissa.
