Cabling works for telecommunications networks and construction of special rooms.
Cabling works and works to construct special rooms for telecommunications requirements.
— Structural cabling (data/telephony): projects and TEXs (small-scale cabling works for the data/telephony network, generally up to a maximum of 50 points).
— Fitting out of sensitive areas (HVAC/electricity): projects and TASs (fitting out of sensitive areas — IT rooms, telephone exchanges, etc., generally of a value below 20 000 EUR).
Section III: Legal, economic, financial and technical information
the tenderer shall enclose a 'Legal entities' form accompanied by an official document proving the establishment of the entity concerned and the country where the tenderer has his head office or is domiciled. He must also provide all the documents and information required in point III.1 'Conditions for participation' of this notice and listed in Annex 3 'Checklist of documents to be completed and provided' to the tender specifications.
The tenderer shall enclose a duly signed and dated solemn declaration stating that he is not in any of the situations which would exclude him from participating in a contract awarded by the European Union. The solemn declaration must take the form of the template published in Annex I.3 'Checklist of documents to be completed and provided' to the tender specifications, in its entirety.
NB: the successful tenderer must, on pain of exclusion, provide the documentary evidence below in support of the solemn declaration prior to signature of the contract.
NB: in the event they are awarded the contract, groupings must provide the solemn declaration along with the supporting documents and information for each individual member.
the tenderer must provide:
— a copy of the financial statements (balance sheets and operating accounts) for the past 3 financial years, showing the annual pre-tax profit. If, for a valid reason, the tenderer is unable to provide them, he must enclose a statement as to annual pre-tax profits for the past 3 years. If the financial statements or the declaration show an average loss over the past 3 years, the tenderer must furnish another document as proof of his financial and economic capacity, such as the appropriate guarantee from a third party (e.g. the parent company), statements from auditors, chartered accountants or equivalent,
— a statement as to overall annual turnover during the past 3 financial years,
— a statement as to specific annual turnover in the field covered by this contract notice, realised during the past 3 financial years.
to be selected, the tenderer must provide proof of an average specific annual turnover for the past 3 financial years of:
— 1 200 000 EUR for the 'cabling' part (projects and TEXs),
— 300 000 EUR for the 'sensitive areas' part (projects and TASs).
information and formalities necessary for evaluating whether requirements have been met:
— the company's up-to-date organisation chart, giving details of staff resources (number of persons in the various departments and their duties within the company). The tenderer shall also specify the technical bodies available to him for performance of the works, whether part of the company or not,
— staff members with the following profiles:
an engineer with at least 5 years' experience as a project manager;
a technician with a degree in the technical fields in question, particularly electricity and HVAC, with at least 5 years' experience as a team leader and supervisor;
a CAD draughtsman with at least 2 years' experience,
— a list of the main projects/works in the field covered by this contract carried out over the past 3 years (with details of the value, duration and contact details of the recipients of the services). The contracting authority reserves the right to verify the information provided and to ask the recipients of the works referred to how satisfied they were with the services provided by the tenderer.
to be selected, the tenderer must submit with his tender proof of qualifications/training for each profile requested above and, for electricity and HVAC, proof of access to the profession. He must also provide the CVs for all staff members that he intends to put forward for this contract.
Concerning the list of references, the tenderer must indicate in his tender a minimum of 3 projects with a value greater than 250 000 EUR.
Section IV: Procedure

1 duly authorised representative per tenderer may attend the opening of tenders (a passport or identity card must be presented). Tenderers wishing to attend must inform Unit OIB.02.002 Public Procurement, in writing (see address details given in point I.1), no later than 2 working days prior to the opening session.

2) Site visit:
2 mandatory site visits will be organised within the deadlines specified in the letter of invitation to tender.
3) Performance guarantee for the works:
a bank guarantee of 500 000 EUR is required from the contractor ranked first in the listing prior to contract signature.

within 2 months of the plaintiff being notified or, failing this, of the date on which it became known to them. A complaint made to the European Ombudsman neither suspends this period nor opens a new period for lodging appeals.
