II.1.4)Short description:

Hire of chauffeur-driven official vehicles (luxury limousine-type or saloon-type cars) and minibuses for multilateral summits between the European Union and non-EU countries, involving the participation of heads of state and government.

These summits will be held in Brussels in the European Council building. The services will be provided to heads of state and government, as well as the accompanying delegations, for the entire duration of the summits, i.e. from their arrival at Belgian airports and/or railway stations until their departure.

The drivers will be subject to an accreditation and security procedure by the General Secretariat of the Council (GSC).

Initially, the GSC will enter into a 2-year multiple framework contract in cascade, which may be renewed for 2 periods of 1 year.

II.2.4)Description of the procurement:

The services may begin (according to a schedule to be defined for each event) a few hours before the heads of state and their delegations arrive at a Belgian airport and/or railway station, and will end upon the delegations' departure. The contractor must guarantee all the services throughout the summit's duration.

In principle, the estimated average duration of the services per delegation is 18 hours per day, but this may vary considerably from 1 delegation to another, and especially from 1 multilateral summit to another.

The contractor undertakes to provide vehicles and drivers according to the quantity and quality required in the specifications for performance of the services, as well as a coordination service to ensure the smooth running of said services, tailored to each summit (in any event, at least 2 coordinators).

The contractor's drivers and coordinators will be subject to a screening procedure in accordance with the provisions of point V.3.b of the technical specifications.
