This prior information notice is not a contract notice or invitation to tender, but it is the question of a market consultation / request for information (hereinafter referred to as the “Prior Information Notice”). A competitive tendering is not started by the publication of the Prior Information Notice. A contract notice and an invitation to tender will possibly be published later. The Prior Information Notice does not either obligate the contracting entity to implement the actual procurement.

Hospital District of Helsinki and Uusimaa (HUS) is preparing an invitation to tender for portable non-invasive solution for efficient liver disease assessment (Fibroscan), that provides an accurate and quantitative measure of liver damages and enables an accurate assessment of the health of the liver (measures liver fibrosis or “scarring”).

The Gastroenterology Unit of Jorvi is responsible for the treatment of liver diseases in a population of more than 300,000 inhabitants. Liver fibrosis measurement is essential for the diagnosis and assessment of the progression of liver disease. Today, about 25% of the population has fatty liver disease and some of the cases are developing into cirrhosis.

Fibroscan device has had a major role in the treatment of liver diseases for more than 10 years. Fibroscan device would enhance and improve patient care by serving specialists reliable fibrosis assessment tool, that also would contribute to reduction of unnecessary liver biopsies . In addition, nurses could also easily perform the measurements of liver fibrosis and fat with the help of sensors of the device. An ultrasound feature included in some of the devices available on the market, is however not needed at HUS' outpatient clinic, as the ultrasound examinations are performed at the x-ray departments of the HUS.

The purpose of this Prior Information Notice is to obtain information on companies providing these solutions on the market, to clarify the issues related to the object of the procurement and to survey the situation on the market in order to carry out the procurement procedure in an appropriate manner.

Answering the Prior Information Notice is not a prerequisite for the participation in the competitive tendering possibly arranged later.

This Prior Information Notice is used by HUS to request candidates interested in the procurement to send their product portfolio and for willing candidates to enter to a market consultation.

The objective of the procurement is to sign a procurement agreement with one supplier for delivery of one (1) portable non-invasive solution for efficient liver disease management (Fibroscan) with the separate post warranty maintenance contract (optional).


HUS requests candidates to provide information on the included in their product portfolios, that might be offered in the procurement procedure. Information can be provided in English or in Finnish. HUS also requests candidates to send their comments and questions regarding the procurement.

5. How often does the device you provide need scheduled service and how is the service organized? What kind of maintenance response time are you able to commit to (report in hours)?

6. In what response time will the device be available for trial use in the event of a possible procurement procedure? (e.g. x per week from request).

7. What are the features that support the usability of the device, eg mobility?

8. Is there experience of using the device at the academic / central hospitals in European union area / or international research results on the device? If yes, please provide a more detailed description

Responses, comments and product brochures to this Prior Information Notice, should be submitted by email to by Friday 3 June 2022 at 16:00 o'clock (UTC+3) at latest.

HUS can also invite candidates to present their product portfolios and discuss the upcoming invitation to tender in candidate specific market consultation meetings. These meetings would be held as teleconferences through MS Teams. Meeting times will be later informed to candidates by email after the deadline for answering this consultation has been expired. Please note, that the possible market dialogue meetings would be held in June 2022, if HUS considers them necessary.

Candidates are not reimbursed for answering the prior information notice or participating in the market consultation. The information gathered with the prior information notice will be used to prepare procurement documents and remains confidential. For the sake of clarity, HUS states that answering to the prior information notice does not constitute such preparatory activity for a procurement that this would preclude the candidate from submitting a tender to invitation to tender (see section 66 of the Act on Public Procurement and Concession Contracts).
