Framework Agreement for Legal Services in Statens vegvesen (the Norwegian Public Roads Administration)
The framework agreement concerns delivery of legal services within four lots, divided according to legal areas/professional areas:
• Lot A: Public procurements;
• Lot B: ICT/IT procurement and protection of privacy (GDPR);
• Lot C: Roads and the road traffic area; etc.
• Lot D: State Employee Law.
We will enter into contract with up to three tenderers for lot A, up to three tenderers for lot B, up to three tenderers for lot C and 1 tenderers for lot D.
The framework agreements have a duration of 2 years from the date when the framework agreement is signed with an option to extend for 1 year + 1 year so that the total possible contract duration is 4 years.
Lot A: Public Procurements
The contract includes delivery of legal assistance to client within the legal area of public procurements and for adjacent legal areas. For further information see Annex 1.
Lot B: ICT/IT Procurement and Protection of Privacy (GDPR)
The contract includes delivery of legal assistance to the client within the legal area ICT/IT procurements and protection of privacy (GDPR). For further information see Annex 1.
Lot C: The Roads and Traffic Area etc.
The contract includes delivery of legal assistance to the client within the client’s most important subject areas, which include the Road Act, the Road Traffic Act, the ITS Act and the Act on testing of self-driving vehicles with underlying regulations. For further information see Annex 1.
Lot D: State Employee Law
Seksjon HR-rådgivning i divisjon Fellesfunksjoner og Arbeidsgiverfunksjonen i Vegdirektoratet (the HR consulting section in the Joint Functions division and the Employer function in the Norwegian Public Roads Administration) are the two units on the Norwegian Public Roads Administration that handle personal cases and this lot will cover both of these units’ need for legal services. The Law Courts Act § 220
The resources must be lawyers with a valid Norwegian legal license or legal assistants with a valid authorization, and possibly others who comply with the Advokatforskriften (Regulation on the Provision of Legal Services) chapter 10.
