II.2.4)Description of the procurement:
North London Waste Authority is a statutory authority whose principal responsibility is the disposal of waste collected by the seven north London boroughs of Barnet, Camden, Enfield, Hackney, Haringey, Islington and Waltham Forest. The Authority predominantly manages its waste arisings through its waste management contract with LondonEnergy Limited (LEL), a private company which is wholly owned by the Authority. LEL operates an existing Energy from Waste facility at the Edmonton EcoPark which is due to be replaced as part of the Authority’s North London Heat and Power Project (NLHPP). Under the NLHPP, the Authority will develop a new Energy Recovery Facility at the Edmonton EcoPark pursuant to a Development Consent Order granted to the Authority on 24.2.2017. The construction of a laydown area is part of the preparatory works for the NLHPP. The laydown area is to be constructed on an area of open scrubland located to the east of the Edmonton EcoPark. The laydown area will be used to provide construction parking and associated access and utilities. This procurement is for the east side of the laydown area and further details of the required works are set out in the Memorandum of Information, forming part of the procurement documents.

I.3: The Selection Questionnaire and appended Memorandum of Information are available. The Invitation to Tender (including the Contract and other Invitation to Tender Annexes) will be made available to shortlisted candidates. The envisaged timetable is set out in the Selection Questionnaire.
II.2.5: Quality sub-criteria and associated weightings will be set out in the Invitation to Tender. Tenderers should note that the Authority is requesting references to support certain responses to the Selection Questionnaire. Further details are set out in the Selection Questionnaire.
II.2.7: The stated duration of the contract does not include the defects rectification period which will be 12 months after the construction period. Tenderers should note that the Authority intends to publish details of any contract awarded in accordance with the UK Government transparency policy, subject to possible redactions at the discretion of the Authority. The Authority reserves the right not to award the Contract as a result of the procurement process commenced by the publication of this notice; and to make changes as it deems fit to the content and structure of the competition whilst ensuring compliance with the Public Contracts Regulations 2015 (SI 2015/102) and the EU Directives; and in no circumstances will the Authority be liable for any costs incurred by Tenderers. For the avoidance of doubt, nothing in this notice, the procurement documents or in an acceptance of a Tender by the Authority shall be construed as an agreement by the Authority to enter into the Contract with the successful Tenderer.
