This Prior Information Notice (PIN) is to notify the market that the Emergency Services Mobile Communications Programme (ESMCP) plans to host supplier events and market sounding meetings to further develop its understanding of the market for the Emergency Services Network (ESN) — Extended Area Services.
As such, this PIN does not formally signify the beginning of any procurement and does not constitute a commitment by Home Office to undertake any procurement exercise. In the event that the Home Office decides to formally commence procurement pursuant to this PIN a separate Contract Notice will be issued. If a Contract Notice is published the Home Office will rely on the publication of this PIN to utilise the minimum time-frames permissible under reg 15(7) of the Public Contracts Regulations 2006.
ESMCP is as cross-government, multi-agency programme led by the Home Office to deliver ESN. The ESN will deliver integrated national critical voice and broadband services to all three emergency services (3ES) and other users throughout Great Britain. We expect this to rely on commercial networks, enhanced to provide national coverage, resilience and security with public safety functionality.
The ESN will replace those services delivered under current service contract(s). A number of these service contracts operate across the 3ES. The expiration of the service contracts is currently programmed to run from 2016 through to 2020.
The ESN has already started undertaking procurements for the main lots under OJEU Contract Notice reference 2014/S 077-133654 published on 18.4.2014. One of these lots was for Lot 4. A Corrigendum Notice 2015/S 016-024719 was issued 23.1.2015 advising that the Contracting Authority had established that there was significant incidental coverage in Lot 3 that extended into areas proposed for coverage under Lot 4. As a consequence of this change to the Lot 4 scope, the Contracting Authority decided to discontinue the procurement of Lot 4.
This PIN relates to the revised scope of this Lot 4; ESMCP has determined that EAS would comprise contracts with suppliers who would:
1. Search for and acquire suitable telecommunication sites, to design infrastructure to build on these sites, to obtain all applicable approvals and consents and to construct the infrastructure.
2. Provide the network to link the telecommunications mast to the MS Suppliers network. This could be done by a fibre, microwave or satellite.
3. Manage and maintain the infrastructure.
Each of these 3 requirements shall be procured byway of advertisement(s) in the Official Journal of the European Union.
A related ESN project (known as A2G) needs to provide telecommunication sites to support communications in the air. ESMCP will also use the supplier event and market sounding meetings to develop its understanding of how the suppliers might support the related ESN Air to Ground project, which is seeking to provide a national A2G radio communications service. The ESN has already issued a Prior Information Notice on 19.11.2014 for the related ESN Air to Ground project and undertaken a supplier event on 13.1.2015 and market sounding meetings thereafter.
