HR and Finance System Transformation
Norfolk County Council's (NCC) current core and peripheral Human Resources (HR) and Finance Systems have been in place for 14 years and in their current form constrain the transformation of services and delivery of savings. NCC intends to procure system implementation services and an integrated software as a service (SaaS) HR and Finance System with a ‘go live’ date of October 2021.

NCC intends to procure (under the one procurement), systems implementation services and a fully integrated ERP SaaS solution, including full UK local government HR, Finance, Procurement, Payroll, and Analytics functionality/capability. The payroll solution must be fully integrated and support UK local government requirements including multiple concurrent payrolls and multiple assignments. The system must also support traded, commercial and shared services.
NCC may, as part of this procurement, sign a separate contract with the SaaS provider.
It is anticipated that implementation will begin in April 2020 with ‘go live’ by October 2021.
NCC intends to use the competitive procedure with negotiation.
Contract length has not yet been decided but current thinking is 5 years with an extension of a further 5 years.
The values included in this prior information notice are estimates at this stage only. NCC reserves the right to change the scope of the procurement between the date of this prior information notice and the issue of the Contract Notice.

NCC is holding a market engagement session on 8th July at 1:00 p.m. at the Kings Centre, 63-75 King Street Norwich NR1 1PH. The purpose of the session is to allow suppliers to further understand our requirements and the procurement process that will be used. There will also be an opportunity for supplier feedback. In order to attend the session, please register an interest on NCCs e-procurement system. To register an interest, suppliers must be registered on the system at https://in-tendhost.co.uk/norfolkcc
Once registered, please express an interest on the project and send correspondence confirming who will be attending. If numbers become unmanageable, we may need to limit numbers per supplier.
