The Project is for the provision of Works at Glen Road Hannahstown, Belfast. The Association wish to advise that this tender opportunity was previously advertised under OJEU ref xxxxxxxxx tbc and subsequently awarded to the contractor T&A Kernoghan. In June 2016, said contractor entered into administration resulting in the re tender of this opportunity.

The works include (following commencement by T&A Kernoghan but not completed) the completion of all remaining reduction/remodelling of existing site levels, formation of new site levels, and construction of contractor designed retaining structures, new site services, services diversions and infrastructure as well as construction of 92 new Social Housing dwelling units complete with associated site works and landscaping.

The schedule of dwelling types to be constructed is as follows:

— 36 no. 5P3B General Needs, Semi-Detached Houses;

— 39 no. 3P2B General Needs, Semi-Detached Houses;

— 8 no. 6P4B General Needs, Semi-Detached Houses;

— 1 no. 6P4B Complex Needs Bungalow;

— 2 no.3P2B Complex Needs Bungalow;

— 6 no. 2P1B General Needs Apartments (Apartment block B).

All houses and bungalows are to be of contractor designed enhanced Timber Frame construction with external wall finishes comprising mainly of brick with render features. The apartment block is a split-level load bearing masonry construction and includes ancillary accommodation, external work and communal garden/amenity area.

The works include mix of Employer Designed and Contractor Designed elements covering construction of new roads and footpaths (to be adopted on completion by Transport NI), retaining structures (various types), ground works, soil management, culvert diversion, road diversion and drainage. In-curtilage site works include drainage, driveways, paths, retaining structures, fencing and boundary treatments of different types and provision of clothes lines. Landscaping includes communal open space areas, augmentation of existing perimeter landscaping/buffer as well as private grassed front and rear gardens, and other soft landscaping as detailed in the designs.

The site works involve construction and civil engineering works on steeply sloping areas including works to neighbouring boundaries at differing levels. Phased handovers of competed works will be required.

The cost of responding to the pre-qualification package (PQQP) and any subsequent tender information and/or participation exercise in the procurement process generally will be borne solely by the economic operator participating. Economic operators should note that the contracting authority reserves the right to cancel this procurement process at any stage. Any expenditure, work or effort undertaken prior to the contract award is at the sole risk of the economic operator participating in this procurement process. All discussions and correspondence will be deemed strictly ‘Subject to Contract’ until a formal contract is entered into. The formal contract shall not be binding until it has been signed and dated by the duly authorised representatives of the parties. Any date given in Section IV) above is a best estimate at the time of dispatch. The contracting authority reserves the right to extend any such date. Neither the publication of this Notice nor the employment of any particular terminology or any other indication shall be taken to mean that the contracting authority intends to hold itself bound by Directive 2014/24/EU of the European Parliament and of the Council (as Amended) as implemented by the Public Contracts Regulations 2015.
