In April 2015 Lincolnshire County Council embarked on a procurement exercise to commission a Carers Support Service. This procurement was discontinued and no award was made to any provider.
In view of this, Lincolnshire County Council (the Council) will shortly be undertaking a new procurement exercise for its Carers Support Service which will be delivered to Carers across Lincolnshire.
The Council wishes to commission a comprehensive Carers Support Service offering:
— Universal and targeted provision for all Adult Carers over the age of 18,
— Carer Engagement provision for both Adult Carer and Young Carers.
The principles of this service will be:
— Putting the needs of Carers on an equal footing to those of whom who they care for,
— Promoting the wellbeing of Carers,
— Preventing, reducing or delaying the need for support,
— Provision of high quality information and advice,
— The right of all Carers to have their needs assessed, supported and reviewed in a way that is proportionate to their level of need.

The main purpose of this PIN is to enable the Council to initiate a pre-tender engagement process with interested organisations. The Council is keen to undertake pre-tender market engagement and it is hoped that any feedback gained from Providers throughout this process will provide a better understanding of the market's preferred approach to a number of important issues impacting on the commercial model. These include the contract duration, market interest, performance management pricing structure and contract mobilisation.
To this end; the Council will be undertaking engagement activities which include the following:

1) Hosting a Pre-Tender Supplier Engagement Event on Wednesday 7.10.2015. It is intended this session will commence at 9:00 and finish at approximately 12:30. At this Event, Commissioners will present the vision for and the current position with the service, there will be an opportunity for networking, and for discussing the issues requiring feedback as stated above. Also at this event there will be a presentation from the Commercial Team which will outline the procurement process and cover some Top Tips on bidding for work with the Local Authority. 2) Hosting a Supplier Engagement Event following publication of the Contract Notice (date to be confirmed). At this Event Commissioners will be able to talk to Providers about the tender documentation that will have been made available for downloading. Full details about this event will be shared with interested suppliers.
