Explanation:
The overall value falls below the threshold for regulated procurement as per OJEU regs. The financial element associated with the land acquisition is out-with the the scope of the regs and without this, the remaining cost is below the Scottish Gov 2 000 000 GBP threshold but for openness and transparency a decision has been made to publish this VEAT as there is no alternative but to involve the main developer in the construction of the Council's portion of Affordable Housing as part of their overall development under S75 rules.
