‘Service concession and provision of related services for sustainable collective catering in the buildings of the European Committee of the Regions and the European Economic and Social Committee in Brussels’
This procurement procedure is for a contract for the concession of services and provision of related services for sustainable collective catering in the buildings of the European Committee of the Regions and the European Economic and Social Committee in Brussels.
The European Committee of the Regions and the European Economic and Social Committee (hereinafter referred to as 'the Committees') are considering the signing of a framework service contract covering a two-part contract, which covers the management of various catering services entrusted as a concession ('concession' aspect) and the performance of ancillary catering services ordered by the Committees ('framework service contract’).
Under the 'concession' component, the committees will entrust the contractor with the operation and management of sustainable collective catering in its buildings under the conditions specified in the contract documents, at its own risk. In this context, they shall make available to the contractor, without financial compensation, all the infrastructure, material and catering equipment necessary for the operation of the concession, for a period limited to that of the framework contract and for the exclusive use of the services requested.
The ‘framework service contract’ component includes the provision of catering and banqueting services (event catering) at meetings and events held in committee buildings. These services will be invoiced to the committees (or external clients, if applicable) according to the contractor's price offer.

Section III: Legal, economic, financial and technical information
Applicants must be registered with the Federal Agency for Food Safety (‘FASFC’) in Belgium and be in possession of the ‘ACT025-Traiteur’ approval/authorisation from the FASFC. Candidates from another EU country must submit, with their request to participate, a statement of their intention to register with the FASFC and obtain the ‘ACT025-Traiteur’ Approval/Authorisation of the FASFC, as well as proof of registration with the competent national authority for the food sector of the country of origin equivalent to FASFC, and with the competent national authority from the country of origin responsible for this ‘Catering’ activity and equivalent. In the event that a candidate from another EU country is awarded the contract, it must be able to submit, at the request of the committees, and before signing the contract, copies of its registration with the FASFC and the approval/authorisation ‘ACT025-Traiteur’ of the FASFC, under penalty of not concluding the contract.
Section IV: Procedure
Taking into account Article 18.2 of Directive 2014/23 with regard to this contract, the concession component of which represents the main part, and the high objectives set for sustainable collective catering (setting up a local supply chain, etc.) which require a longer investment amortisation time, the duration of the contract is set at 5 years.
