The work is of a technical nature, requiring expertise relevant to deriving environmental quality standards for water pollutants, to monitoring chemicals in water using passive sampling, and to monitoring water pollutants in sediment, including for trend analysis. The contractors will be expected to gather information from scientific literature and technical reports, to consult with experts, and to write clear reports in English, parts of which may be used directly in guidance documents. They will need to be competent in data analysis including statistical methods.

We regret to inform you that we have decided to cancel the above procurement procedure. The grounds for our decision are that the Commission's focus in relation to the priority substances has had to shift to carrying out the Fitness Check of the EU’s main water legislation, including the Priority Substances Directive.
Only in the light of the overall results of the Fitness Check will it be possible to decide which parts of the subject matter of the tender procedure will again become a priority for the Commission.

You may submit any observations concerning the award procedure to the contracting authority indicated under Heading I.1.
If you believe that there was maladministration, you may lodge a complaint to the European Ombudsman within 2 years of the date when you became aware of the facts on which the complaint is based (see http:// www.ombudsman.europa.eu). Such complaint does not have as an effect either to suspend the time-limit to launch an appeal or to open a new period for lodging an appeal.
Within two months of the notification of the award decision you may lodge an appeal to the body referred to in VI.4.1.
