Provision of a Masterplan for Pontefract and Feasibility and Design Services in Respect of the Healthy Streets Project
Wakefield Metropolitan District Council (the Council) wishes to appoint an experienced, multi-disciplinary master planning consultancy team, with strong urban design skills to prepare a Masterplan for Pontefract and Feasibility and design services in respect of the healthy streets project.
The team also needs to have experience of social housing estate regeneration and in-conjunction with this, experience of delivering best practice tenant engagement and participation.

Wakefield Metropolitan District Council (the Council) wishes to appoint an experienced, multi-disciplinary master planning consultancy team, with strong urban design skills to prepare a masterplan for pontefract and feasibility and design services in respect of the healthy streets project.
Pontefract is an historic market town with an attractive town centre and a void rate that is lower than the national average. The town also benefits from 2 visitor attractions: Pontefract Racecourse and Pontefract Castle. However, surrounding the town centre is a ‘Shatter Zone’ that is unattractive, illegible and incoherent; and this creates a disconnection between the town centre and the rest of the town. The ‘Shatter Zone’ is preventing Pontefract from realising its potential as an attractive place to live, work and visit, with a negative impact both environmentally and economically.
The aim of the Masterplan is to bring forward proposals which consolidate and transform the ‘Shatter Zone’ and reconnect the town centre with its communities, transport hubs and anchor visitor destinations’.
The masterplan and feasibility and design services in respect of the healthy streets project are to be completed during the contract period of 12 months starting on 1.10.2019 with completion of the Healthy Streets element by 31.3.2020 and the project as a whole by 30.9.2020.
Whilst the contract includes the option to extend the contract period for a further 4 weeks, the Council does not envisage that this period will be required and would only utilise this option should exceptional circumstances dictate its need.

Legal Services, Internal Audit, Council Members may be present at the opening. Where external agencies contribute to the funding; representatives may attend to make note of the tenders and receive a copy of the subsequent written report on the tenders received, such persons must agree to observe commercial confidentiality and be bound by the requirements of the Local Government Act 1972, as amended.

The Council will incorporate a minimum 10 calendar days standstill period at the point when information on the award of the contract is communicated to tenderers. If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2015 (SI 2015/102) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
