II.4)Short description of nature and quantity or value of supplies or services:
Crown Commercial Service, as the Contracting Authority, intends to put in place a pan government framework agreement for the administration and provision of Employee Benefits for use by Central Government and UK public sector bodies. The aim is to appoint a single managed service provider (or a consortium with a lead supplier), to provide employee benefits across UK public sector bodies on a ‘one stop shop fully managed service' basis. CCS will appoint a single managed service provider to work in partnership with customers to deliver the entire range of employee benefits required across central government departments and UK public sector bodies which will include:
— Discount Scheme;
— Recognition Voucher Scheme;
— Childcare Voucher Scheme;
— Cycle to Work Scheme;
— Eye care;
— Payroll giving and built in flexibility for additional services as required.
For the Civil Service a branded platform will be created with a customised departmental front end to host the services, the platform will be available to all Civil Servants, and will have secure single sign on functionality, so as to enable staff to sign in to their benefits using a single user name and password.
Customers will not be required to take the full suite of benefits, instead selecting those elements of the contract which suit their own business requirements and reward strategy. The key requirements include:
— A web-enabled on-line platform, providing single sign on access to systems fully hosted by the provider with proven data security provision.
— The development, implementation, promotion, delivery, management, administration and maintenance of a suite of flexible, voluntary and salary sacrifice benefits.
— Provision of a range of employee benefits which appeals to a wide demographic employee base that will include but will not be limited to Childcare Voucher Scheme, Discount Scheme, Eye Care, Reward vouchers, Cycle to Work Scheme and Payroll Giving. It is intended that the range of employee benefits will expand to meet customer business needs and as they develop their reward strategies.
— Scalable provision to enable the development of a benefits package over time and future proofing to ensure the continued provision of the agreed package and the development of new offerings.
— The ability to brand the platforms to individual Department / customer requirements.
— The provision of a fully managed scheme which enables employees to interface directly with the supplier and an employee help-line to resolve queries and provide assistance.
— The ability to effectively communicate the package of benefits to employees to encourage wide uptake.
— The ability to on-board additional wider public sector customers along with any specific requirements that those customers may have.
— The provision of detailed management information regarding employee usage on a regular basis.

The scope and structure of this procurement will be further developed following market and stakeholder engagement and may change as a result of this ongoing activity. Crown Commercial Service will host a Supplier/Industry Day event, known as a 'Boot Camp' in order to gain supplier awareness, engagement and opinion on the proposed agreement. It is intended that this will be held before the end of October 2014.

This Market Engagement will be managed electronically via the Crown Commercial Service's e-Sourcing Suite. To participate in this Market Engagement, participants must first be registered on the e-Sourcing Suite.

The registered user will receive a notification email to alert them once this has been done.
As a user of the e-Sourcing Suite you will have access to Emptoris email messaging service which facilitates all messages sent to you and from you in relation to any specific RFX event. Please note it is your responsibility to access these emails on a regular basis to ensure you have sight of all relevant information.
