Framework contract for dedicated economic studies and analysis related to impact assessments and evaluations.
Policy preparation in the Commission is supported by both retrospective evaluations and forward looking impact assessments, which are key elements of the EU decision-making process meant to promote more informed political choices and contribute to better regulation. Both look at how a problem is, or should be, addressed to achieve the desired objectives taking into account costs and benefits. Both are based on an integrated approach that addresses impacts across the environmental, social and economic pillars, both rely on an in-depth economic analysis. The overall objective of this framework contract is to facilitate the procurement of economic studies and other supporting services which will feed into the impact assessments and evaluations of the policies of DG Internal Market, Industry, Entrepreneurship and SMEs. The main reference for this exercise will be ‘Better regulation guidelines’ and ‘Better regulation toolbox’.
The precise tasks will be described in the requests for services for specific contracts to which minimum 3 winning tenderers will be invited to send their offers. Following the evaluation of the offers, the one delivering best price-quality ratio will be selected. They will cover, in whole or in part, the tasks described in the Commission's ‘Better regulation guidelines’ (http://ec.europa.eu/smart-regulation/guidelines/toc_guide_en.htm) and the ‘Better regulation toolbox’ (http://ec.europa.eu/smart-regulation/guidelines/toc_tool_en.htm), in particular Chapters III, VI and VII. They may include: analysing the existence and magnitude of a problem, analysing possible options to address it and their impacts, carrying out economic analysis, assessing the relevance, effectiveness, efficiency, coherence and EU value added of the EU initiatives with a special focus on the policies of DG Internal Market, Industry, Entrepreneurship and SMEs.

Contract duration: 24 months. 1 renewal for another period of 24 months.
It is intended to sign a multiple framework contract with re-opening of competition with minimum 3 tenderers.
