The purpose of this Prior Information Notice (PIN) is:
(a) to provide advance notice that the Crown Commercial Service (CCS) propose to establish a Government Framework Agreement on behalf of Central Government Departments and Public Sector/Other Government Departments and bodies/agencies for Corporate Finance Services; and
(b) to allow interested firms to contribute to a market engagement exercise by responding to the market engagement questions detailed within VI.2) Additional information.
This framework aims to secure a wide range of corporate finance services, as indicated by the lot structure described in this PIN. We currently envisage this framework to be established in 4 lots; however this may change pending further market engagement and agreement. We envisage that six to ten firms shall be appointed in each lot; however again, this is subject to change pending further market engagement and agreement. The estimated value range provided in this PIN is based on business-as-usual activities. However, we reserve the right to exceed this estimate.
The current proposal is that the services required are tendered against the following lots (but may not necessarily be limited to):
1. Capital Markets;
2. Corporate Finance Advice;
3. Infrastructure Finance;
4. Specialist Asset Advisory.

Range: between 26 000 000 and 70 000 000 GBP

The Crown Commercial Service will engage with the market and is especially interested to explore:
a. the level of interest from firms that are able to offer services in any one or more of the lots listed above;
b. views in relation to the lotting structure;
c. risks and issues;
d. proposals that will drive a competitive marketplace for all – including new entrants and Small & Medium sized Enterprises (SMEs);
e. views in relation to pricing models; and
f. views and feedback from previous experience in engaging with Government; and proposals for improvement to facilitate the beneficial partnerships between firms and Government.

A supplier engagement session will be held on the morning of 10.10.2014 in London (date is indicative and may change): This will involve the Crown Commercial Service and other Stakeholders (Government Departments) who will present further information about this procurement. The Government is introduced its new Government Security Classifications (GSC) classification scheme to replace the current Government Protective Marking Scheme (GPMS) in April 2014. A key benefit of the new scheme is the reduction in the number of security classifications. All potential firms must make themselves aware of the changes as it may impact on this Requirement.
