Norfolk County Council wishes to procure a Multi Provider Light Touch Regime Framework of external training providers to deliver quality apprenticeships across a variety of occupational areas throughout Norfolk.
In response to the introduction of the Apprenticeship Levy, Norfolk County Council is reviewing how we use apprenticeships to deliver training to staff across the authority. We see this as an opportunity to
— Focus on up skilling current staff and converting roles to apprenticeships where possible
— Consider specifically higher and degree level apprenticeships to increase our skill base
— Seek apprenticeship opportunities that best fit with current training provision
We are procuring the provision of current apprenticeship standards and frameworks. As new standards are developed, and frameworks close, we would expect Providers to be adaptable and flexible to support this. We will contact providers to identify their capacity and interest in delivering new standards as well as opening this opportunity to the market.

The Light Touch Regime Framework is being let under Regulations 74 to 77 of the Public Contract Regulations 2015 (Light Touch Regime), under which the Council has flexibility as to the process or procedure to be used when purchasing certain services of which this is one. In this instance, the Council wishes to establish a framework agreement with multiple suppliers that will set out the terms and conditions for making specific purchases (call–offs). The framework agreement differs from those let under the non light touch regime in that the Council, exercising its flexibility, may periodically open the framework for new applicants. It is the Council's intention that the light touch regime framework will be open for further applications for the life of the framework. The Council reserves the right, however, not to open the framework for new applications if it deems this appropriate. If the Council decides to open the light touch regime framework to new applicants, it will do so on the same terms and conditions and on the same criteria as stated in this Invitation to Tender, unless the Council deems that amendments are required as a result of changes in the market or changes within the Council.
We reserve the right to update the specification where requirements have not been identified at the outset of this Framework. If we decide to update the specification document in this way we will issue a notice to all Providers already on the Framework stating that a new specification is available, and give all Providers already on the Framework an opportunity to state whether they wish to provide the new requirement before we conduct the first further competition.

Further to Paragraph 3 of the Best Value Statutory Guidance issued by the Secretary of State for Local Government in September 2011, the Council is holding a Concept Viability event to explore the plans for the delivery of this service prior to a contract notice being issued and applications being invited. The event will be held 9:30 on 16th November in Norwich. Precise details will be emailed to those who express an interest. The event will inform providers of our intentions and what we hope to achieve, to ascertain what potential providers see as areas of risk, to discuss the specifications, contractual terms and what (if anything)would stop interested parties from applying.
