III.1)Conditions for participation
III.1.1)Suitability to pursue the professional activity, including requirements relating to enrolment on professional or trade registers

III.1.2)Economic and financial standing
List and brief description of selection criteria:

The tenderer must have sufficient economic and financial capacity to carry out the contract in accordance with the contract provisions, taking into account the value and scope of the contract. If, in the light of the information provided by the tenderer, the European Parliament has doubts regarding the economic and financial capability of the tenderer, or if this proves insufficient for fulfilling the contract, the tender may be rejected without the tenderer being able to request any form of financial compensation.

Minimum level(s) of standards possibly required:

The European Parliament requires each tenderer to have a minimum financial and economic capacity which will be assessed on the basis of the following elements:

— minimum annual turnover of 300 000 EUR in the field of architecture and building engineering during the last two financial years for which accounts have been closed,

— financial viability assessed as follows, taking into account, in particular, the gross operating surplus (EBITDA), which must be positive during the past 2 financial years for which accounts have been closed, including for each consortium member and for each subcontractor, as appropriate.

Assessment of the economic and financial capacity

All tenderers must submit a duly dated and signed solemn declaration, as detailed in point 1 of the ‘Tender specifications’.

In the case of a consortium of economic operators, the solemn declaration must be provided by all members of the consortium.

The tenderer to whom the contract is awarded must provide, within 10 calendar days from the date of notification of the provisional award of the contract, and before the signature of the contract, the following documentary proves:

— a copy of all the financial statements (balance sheet, income statement, cash flow statement and annexes) published in the annual report and audited or, if this is not obligatory, certified as true and fair by a representative of the tenderer, at least covering the last 2 financial years for which accounts have been closed,

— the financial information sheet set out in Annex V to these administrative specifications, covering the last two financial years for which accounts have been closed.

III.1.3)Technical and professional ability
List and brief description of selection criteria:

The tenderer must have sufficient technical and professional capacity to carry out the contract in compliance with the contractual provisions, taking into account its value and its scope. If, in the light of the information provided by the tenderer, the European Parliament has doubts regarding their technical and professional capabilities, or if these prove insufficient for fulfilling the contract, the tender may be rejected without the tenderer being able to request any form of financial compensation.

For the contract referred to in this invitation to tender, the European Parliament requires tenderers to have the following technical and professional capacities:

— SEL 1: at least 3 years of experience in the provision of services similar to those required in the field of this invitation to tender, with a list of at least 3 services of a similar nature, carried out during the last three years, indicating their amount, date and recipient, public or private, and attested to by certificates of satisfactory execution issued by the beneficiaries,

— SEL 2: a core team of experts in the field of accessibility to buildings consisting of a minimum of:

—— 1 project manager, with a university degree (engineer or architect) of at least 3 years’ duration (undergraduate or Bachelor level), a minimum basic experience as architect/engineer of 10 years, plus a minimum confirmed experience of 5 years in the field of accessibility to buildings,

—— 2 architects/assistant engineers (senior), who each have a university degree (engineer or architect) of at least 3 years’ duration (undergraduate or Bachelor level), a minimum basic experience as architect/engineer of seven years, plus a minimum confirmed experience of 3 years in the field of accessibility to buildings,

— SEL 3: a support team for the core team consisting of a minimum of:

—— 2 architects/engineers (junior), who each have a university degree (engineer or architect) of at least 3 years’ duration (undergraduate or Bachelor level),

—— 1 trainer, with 3 years of experience in the field of training (this position may be covered by another member of the core team or support team with the required experience in training),

—— 1 copywriter in English and/or French, with experience in the field of writing technical texts and explanatory texts providing information on technical subjects, and aimed at making a subject of some complexity comprehensible to the general public, in English and/or French. This experience will be demonstrated by the presentation of 2 texts written by the copywriter: a 1st text, either with a technical content in any field, or on popular science providing information on any technical discipline, and aimed at making a subject of a certain complexity comprehensible to the general public, and a 2nd text in any field intended for the general public.

This position may be covered by another member of the core team or support team with experience in drafting technical explanatory documents in English and/or French.

— SEL 4: a member of the core team (the project manager or one of the 2 assistants) must be fluent in the French language at level C1 as a minimum,

— SEL 5: a member of the core team (the project manager or one of the 2 assistants) must be fluent in the English language at level C1 as a minimum,

— SEL 6: a network of experts available upon request to ensure the services of this contract [see non-exhaustive list of services in point 2.1 (Services to be carried out) of the technical specifications annexed to these specifications].

The technical and professional capacity of economic operators must be substantiated by the following documents:

a) the duly dated and signed solemn declaration, as detailed in point VII of the ‘Tender specifications’ document;

b) the table entitled 'Information sheet and supporting documents relating to the selection criteria' annexed to the tender specifications, duly signed and dated;

c) the supporting documents indicated in the abovementioned table, 'Information sheet and supporting documents relating to the selection criteria', annexed to the tender specifications, namely: the curricula vitae and the texts drafted by the copywriter must be included in the tender.
