Engineering works and construction works. Construction work for highways, roads. Fencing, railing and safety equipment installation work. Environmental improvement works. Eastern Shires Purchasing Organisation (see www.espo.org) on behalf of Cambridge City Council are currently inviting applications from suitably experienced Contractors who wish to be considered as approved contractors on a framework for the provision of various civil engineering, highways and other specialised works and services within Cambridge City.

The objective of the procurement is to identify and appoint multiple contractors to provide the type of works indicated under the five lots below (which are explained in greater detail in the PQQ);
Lot 1: Minor Civil Engineering / Highways Works.
Lot 2: Major Civil Engineering / Highways Works.
Lot 3: Soft Landscape.
Lot 4: Fencing and Timber Works.
Lot 5: Watercourses.
As a framework arrangement is required, framework agreements will be awarded to multiple contractors for each Lot. The Council anticipates that there will be three contractors appointed for each Lot.
Two year ‘framework' agreements (commencing in April 2014) will be established with the successful contractors, with an option to extend by up to 24 months subject to performance and value for money.
It is envisaged that the applicants selected to receive the invitation to tender (forming the tender select list) for each Lot will include approximately six (6) applicants, with these applicants being those that have obtained the highest scores following evaluation of their application forms and are therefore ranked one to six for each lot. Note that depending on the actual scores, the select lists for each lot may comprise of fewer or more than six.

This lot will include general civil engineering works including site clearance, excavation, drainage, carriageway works, footway works, street furniture and kerbing to the standards set by the Highway Authority (Cambridgeshire County Council).
The estimated value for the four years could potentially be between GBP 400 000 and GBP 1 000 000. The upper limit for any one scheme within this Lot is GBP 50 000.

Lot No: 3 Lot title: Soft Landscape
1)Short description
This lot will include earthworks (excavation, decompaction and spreading of topsoil) and the supply and planting of trees, transplants, shrubs, herbaceous planting, bulbs and the sowing of grass and wildflower seed and plugs. It also includes spreading of bark mulch and 12 months' establishment maintenance (24 months for semi-mature trees) including watering and plant guarantee/replacement. Other works include the installation of temporary protective fencing and geotextile/ground reinforcing products.
The estimated value for the four years could potentially be between £75,000 and £150,000. The upper limit for any one scheme within this Lot is £50,000.

This lot will contain all timber related works including the installation of timber fencing, knee high rail fencing, timber gates, timber bollards and works in relation to reservoirs and nature reserves such as timber boardwalks.

This lot will contain all civil engineering works that take place in or adjacent to watercourses. Watercourse work will involve hard and soft engineering including silt removal, watercourse bank repair, headwall repair and construction and watercourse re-profiling.

The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement, and the contract will be awarded on the basis of the most economically advantageous tender.

The Council wishes to identify how the services that it is procuring might improve the economic, social and environmental well-being of Cambridge and how the procurement process itself might contribute to delivering these improvements.

The Invitation to Tender for this contract will incorporate the priorities of the Council relating to economic, social and environmental well-being, that are relevant to the Services. Precise information on deadline(s) for lodging appeals: ESPO on behalf of Cambridge City Council, will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers. Applicants who are unsuccessful shall be informed by ESPO as soon as possible after the decision has been made as to the reasons why the applicant was unsuccessful. If an appeal regarding the award of the contract has not been successfully resolved, The Public Contracts Regulations 2006 (SI 2006 No. 5) provide for aggrieved parties who have been harmed or are at risk of harm by breach of the rules to take legal action. Any such action must be brought within the applicable limitation period. Where a contract has not been entered into, the Court may order the setting aside of the award decision or order for any document to be amended and may award damages, make a declaration of ineffectiveness, order for a fine to be paid, and/or order the duration of the contract be shortened. The purpose of the standstill period referred to above is to allow the parties to apply to the Courts to set aside the award decision before the contract is entered into. Where a contract has already been entered into, the Court must, if it is satisfied that any of the grounds for ineffectiveness applies, make a declaration of ineffectiveness, order a fine to be paid, and may order the duration of the contract be shortened.
