The subject of this contract is the setting up and first years of operation of the Circular Cities and Regions Initiative’s Coordination and Support Office (CCRI-CSO). The CCRI-CSO, together with future research and innovation (R&I) projects on circular solutions at local and regional scale, will be at the core of the Circular Cities and Regions Initiative (CCRI).

The CCRI is part of the new Circular Economy Action Plan (https://ec.europa.eu/environment/circular-economy) and will focus on the implementation of circular solutions at local and regional scale. The CCRI will also provide a contribution to the implementation of the European Green Deal (https://ec.europa.eu/info/strategy/priorities-2019-2024/european-green-deal_en) and the EU Bioeconomy Strategy (https://ec.europa.eu/research/bioeconomy/index.cfm?pg=policy&lib=strategy).

II.2.4)Description of the procurement:

Territorial (i.e. local and regional) circular economy projects can significantly contribute to the transition towards a sustainable, regenerative, inclusive and just circular economy.

An increasing number of cities and regions are engaged to test and improve circularity in their economic sectors, value chains and services. Various circular economy actions plans (CEAPs) have been drafted by cities and regions. Several research and innovation (R&I) projects and initiatives support the improvement of circularity in local systems and economies. Nonetheless, making CEAPs deliver concrete solutions has proved to be challenging for several cities and regions. Moreover, urban and regional innovative and systemic solutions for the territorial deployment of the circular economy still need to be demonstrated and replicated effectively in other areas. A major challenge is to expand circularity beyond traditional resource recovery in waste and water sectors and make circular solutions sustainable, regenerative, inclusive, and just.

The circular economy potential in cities and regions can be unlocked by implementing and demonstrating innovative circular solutions at local and regional scale and facilitate their replication in other areas.

The CCRI is part of the new Circular Economy Action Plan and will focus on the implementation of circular solutions at local and regional scale. The CCRI will also provide a contribution to the implementation of the European Green Deal and the EU Bioeconomy Strategy. The CCRI will be set up in the following months and will include the Circular Cities and Regions Initiative’s Coordination & Support Office (CCRI-CSO), subject of this contract. The CCRI should also include additional R&I instruments still to be defined at the time of writing this document.

The support provided by the CCRI-CSO should include:

— the coordination of the CCRI initiative: ensure cooperation among the CCRI’s future R&I instruments and with relevant initiatives on circular economy,

— research activities on circular economy solutions at local and regional scale: gather knowledge and carry out research on technical, economic, regulatory and environmental aspects of circular economy solutions at local and regional scale,

— support a pilot group of circular cities and regions for the implementation of their circular solutions (i.e. circular projects/initiatives/programmes at local and regional scale),

— identify concrete R&I gaps, technological, regulatory, financial, socio-economic and sustainability challenges in the implementation of the pilot group’s circular solutions; provide recommendations on how these challenges could be further addressed by specific R&I activities,

— draft guidance documents on good practices of territorial circular economy, regulatory and financial aspects for the implementation of circular solutions at local and regional scale,

— promote a multi-stakeholder dialogue on a policy framework for the deployment of a territorial circular economy that is sustainable, regenerative, inclusive and just,

— facilitate dissemination and exchange of relevant information and good practices on territorial circular economy.
