II.1.5)Short description of the contract or purchase(s)
The overall objective of the framework contract will be to support the Commission in:
1. analysing, evaluating and summarising information submitted by Member States on their implementation of the existing EU legislation and policy concerning industrial emissions, industrial accidents and mercury;
2. evaluating and reviewing of (parts of) existing legislation and assessing the effects and environmental, economic and social impacts of existing and new policy and legislation. This explicitly includes assessing the benefits and cost implications of (parts of) the legislation or policy;
3. developing new policy as and when required;
4. sectoral profiling.
This includes the collection and analysis of (large) data sets, the analysis of (implementation) reports submitted by the Member States, the assessment of current and future policies, the identification of management options at European, national, regional or local level including the assessment of their effectiveness, cost and benefits and means of implementation. It also includes summarising and communicating the findings in a clear and concise way that is suitable for informing policymakers as well as broader technical and non-technical audiences.

The framework contract is a single contract that will run for a period of 48 months. The framework contract shall continue to apply to specific contracts after its expiry, but for no more than 6 months. The framework contract specifies the basic conditions applicable to any assignment placed under its terms.
The aggregated maximum annual amount for which specific contracts can be awarded will not exceed 1 000 000 EUR (i.e. 4 000 000 EUR for the total maximum duration of the framework contract).
The indicative price of the specific contracts is envisaged to range between 70 000 EUR and 300 000 EUR.

In line with Article 134.1(f) of the rules of application to the Regulation (EU, Euratom) No 966/2012 of the European Parliament and of the Council of 25.10.2012 (Financial Regulation), during the 3 years following conclusion of the original contract, the contracting authority will be able to use the exceptional negotiated procedure for additional services (without prior publication of a contract notice) consisting in the repetition of similar services (up to a maximum of 50 % of the original contract value) entrusted to the economic operator awarded the initial contract by the same contracting authority.
