Generation 4 Technical Resources Framework (Gen 4 TRF) 2020-2024
The Generation 4 Technical Resources Framework 2020-2024 (Gen4 TRF) is designed to provide the County Council with the provision of temporary specialist technical resources in the fields of highways engineering, construction, property and transportation operations.
Lots 1 and 3 or Lots 2 and 3.
Specialist Suppliers in the Form of Limited Liability Companies (Engineering Businesses) who Supply Resources on a Time Charge Basis
Lot 1 will entail a ‘catalogue’ of specialist providers for direct call-off contracts according to which supplier best meets the needs of the resource requirement by reference to the information detailed in the catalogue. This catalogue will comprise the supply of resources for highways engineering, construction, property and transportation operations. This will include the direct provision of resources in the following fields:
— highways and structural design,
— site supervision,
— site investigation, land survey and building surveying,
— transportation policy and transport planning services,
— ecological and environmental specialisms,
— waste management and development specialists,
— landscaping planning services,
— street lighting design,
— planning and programming services,
— CAD delivery,
— public relations and marketing services for engineering.
The client may also seek to fulfil the requirement for particular resources as detailed in Lot 1 above, through Lot 2 suppliers, which are employment agencies.
Lots 1 and 2 will provide resources to the client. These resources will be situated within client teams, and their work will be approved by client staff members.
Please note that the field II.2.6 lists an estimated value for each lot. At present the figure provided is a third of the total estimated value of the framework. It is not possible to provide a better estimation of the individual lot value at this stage, so, during the course of the framework the value of each lot may vary. However, the total framework value will not exceed 45 000 000 GBP.
Specialist Agencies (Technical Recruitment Agencies) who Supply Resources on a Time Charge Basis
The client may also seek to fulfil the requirement for a particular resource as detailed in Lot 1 above, through Lot 2 suppliers, which are employment agencies.
Lots 1 and 2 will provide resources to the client. These resources will be situated within the client's teams, and their work will be approved by client staff members.

Specialist Suppliers in the Form of Limited Liability Companies (Technical Businesses) who Supply Resources on a Lump Sum Commission Basis through a Work Order
Lot 3 will entail a catalogue of specialised providers for call-off contracts (awarded as a result of a mini competition), according to which supplier best meets the needs of the service requirement by reference to the information detailed in the work order. This catalogue will comprise the supply of services to deliver the scope of the Framework.
Lot 3 resources will work independently from the client, and it will be the supplier's own responsibility to check and approve all work produced under the work order.
All call-off contracts shall be awarded through a standard mini-competition process, following the issue and completion of a capability assessment, which will be released prior to each mini competition for this lot. At capability assessment stage, suppliers can select or deselect themselves from the mini-competition process.

Although Hampshire County Council is the contracting authority (The Client), and Gen4 TRF will be managed by Hampshire County Council, otherauthorities are able to gain access to resources on this Framework via Hampshire County Council on a traded shared service basis.
Interested parties should register their interest in the project via the In-Tend website https://in-tendhost.co.uk/hampshire and submit their selection questionnaire (SQ) by 14:00 26.8.2019. Clarifications regarding the SQ must be submitted via In-Tend by 17:00 15.8.2019.
How to obtain Invitation to Tender (ITT) Documents:

The ITT documents can be accessed, only when logged into In-Tend. If you are an existing supplier please log into the system. If you are a new supplier please make sure you register your company as an initial step on the
Select the tab ‘Tenders’ then select ‘Current’. Search for the reference number on the left hand side of the page and press enter.
The tender advert will now be visible. To view the ITT documents, click the 'View Details' button. This will take you to a new screen, please click the express interest button. Once in the tender there are 5 tabs; 'Tender', 'ITT —documents', 'Correspondence', 'Clarifications' and 'History'. Select the second tab (ITT docs) where you will find useful information under 'Tender Details'. Continue to scroll down to the heading 'Tender Documents Received' where you will be able to view/download the documents.
Opting in and out:
