The aims of the Integrated Diabetes Services:
— Improve the health outcomes for people with diabetes,
— Through care planning, empower people to self-manage their own diabetes,
— Provide specialist advice and education to primary care,
— Reduce the number of years of life lost for people with diabetes,
— Reduce the risk of complications for people with diabetes,
— Reduce duplication and gaps in the current diabetes service provision,
— Provide parity of esteem between mental and physical ill health for those with diabetes by reducing rates of depression, anxiety and self-harm in people with diabetes.
The following will be required in order to achieve these aims:
— A consultant led multi-disciplinary team including dietetics, psychological support and podiatry as close to where people with diabetes live,
— Diabetes education for adult patients at risk of or diagnosed with Type 1 and Type 2 diabetes,
— Coordinating the specialist services (i.e. acute) and generalist services (i.e. primary care) for people with diabetes so that they fit around the needs of the individual.

The Commissioner anticipates starting a procurement process for this service during November 2014 when further information will be provided. It is expected that a "Restricted" procedure will be used starting with the publication of a memorandum of information and pre-qualification questionnaire issued with the procurement advertisement in November.
Advertisements will be placed in OJEU and the eTender portal (https://in-tendhost.co.uk/soepscommissioning/aspx/Tenders/Current). Once the formal procurement process commences in November, all communication must be directed through the eTender portal.
