Provision of Research and Advisory Services in the IT Domain and Some Connected Additional Business Areas
To support decision-making at operational, tactical and strategic levels for the application and governance of ICT (Information and Communication Technology), the beneficiaries need to have access to external information offering specific and generic ICT market research and advisory information, as well as best practices, based on market analyses by a proven independent research and advisory agency.

Banque centrale du Luxembourg carries out this Joint tender procedure as Lead Central Bank, within the context of a cross-border procurement cooperation between the ESCB central banks and certain entitled non-ESCB institutions, as established by Decision ECB/2008/17. For the present joint tender procedure, Banque centrale du Luxembourg has been mandated by the Governing Council of the ECB to carry out the procedure for the benefit of the Beneficiaries in view of establishing a multi-supplier framework contract, with a maximum of three (3) economic operators. Candidates are invited to submit a backup copy of the application form. The backup copy will be submitted on a USB key containing the application form in an ocerised pdf file. The backup copy must be identical to the electronic application. The backup copy shall be delivered in a sealed envelope containing the words ‘Provision of Research and Advisory Services in the IT domain and some connected additional business areas’ otherwise the application form will be declared void.
