Expressions of interest should be submitted in one of the official languages of the European Union by electronic means using Priamos the DG HOME IT platform. (It is planned that DG HOME will use a new IT platform in the future. DG HOME will transfer as much information as possible onto the new platform. However, it may be necessary for experts who have already been selected to input some, or possibly, all of their data again onto the new platform. If necessary, the experts concerned will be contacted by e-mail and a corrigendum to the call notice will be published.)

Priamos allows applicants to register, to download application forms and to submit their applications. Applicants are asked to submit their applications following the instructions provided on the website of DG HOME:

To access the mandatory application forms (1 specific form per fund) the applicant is required to register in Priamos at the following address:

Applicants may apply for 1 or more funds by completing the relevant application form(s).

In the interest of equal treatment of applicants, the Commission cannot give any prior opinion on the compliance of any applicant with the selection criteria.

Inclusion of the expert on the list entails no obligation on the part of the contracting authority concerning the conclusion of contracts.

Information and documents to be provided:

In any of the application form(s) the applicants should provide their full contact details and select the specific fields indicated at point 7 that they are applying for.

By completing and submitting the application form(s), applicants confirm that they are not in one of the situations of exclusion listed at point 10, this declaration being an integral part of the application forms.

The supporting evidence to be provided for the evaluation of the selection criteria is indicated under point 11.

Before signing a contract experts shall provide a declaration on their honour stating that they are not in one of the situations of exclusion listed above. In case of doubt, they may be requested to provide supporting evidence of non-exclusion.

The full application package includes the following documents:

— a duly completed application form,

— a pdf version of an up-to-date (reflecting situation at the time of submitting the application) curriculum vitae (CV) in the Europass format (http://europass.cedefop.europa.eu/en/documents/curriculum-vitae),

— legible copy of a valid personal identity card or passport.

A numbered list of documents (studies, papers, published articles) supporting the application may be included. Applicants should not attach copies of the studies, papers, published articles.

As of September 2016, DG Migration and Home Affairs will use the Participant portal IT tool for the management of its funding activities. The management of the independent experts' database assisting the Commission in relation to the implementation of the Internal Security Fund — Police, Internal Security Fund — Borders and Visa, Asylum, Migration and Integration Fund programmes and the achievement of the objectives of these programmes will be also done via the Participant portal.

This transition will involve the need for all the experts already registered in the Priamos IT system to submit their application data again via the online electronic exchange system available at the following website address:

A valid registration in the online electronic exchange system entails no obligation on the part of the contracting authority concerning the conclusion of contracts.

Information and documents to be provided:

In order for applications to be accessible to the services for calling on the assistance of experts under the Internal Security Fund — Police, Internal Security Fund — Borders and Visa, Asylum, Migration and Integration Fund programmes, all sections should be duly updated and completed. Areas of expertise and professional experience should be adequately detailed and documented. Applicants may apply for several areas. An application is considered complete once confirmed as valid in the online electronic exchange system.

All exchanges with independent experts, including the conclusion of contracts for their appointment and any amendment thereto, shall be carried out through the electronic exchange systems set up in accordance with Article 287(4) of Commission Delegated Regulation (EU) No 1268/2012.

By submitting their application via the website address mentioned in point 2, independent experts agree to use the electronic exchange system for interactions with the Commission or the relevant funding body. All communication made through the electronic exchange system (including signature of the contract, amendments, notifications, requests for payment, etc.) are considered equivalent to paper document, shall be admissible as evidence in legal proceedings, shall be deemed to be the original of the document and shall enjoy legal presumption of its authenticity and integrity, provided it does not contain any dynamic features capable of automatically changing it. The electronic signatures shall have the equivalent legal effect of handwritten signatures.

Before signing a contract experts shall provide a declaration on their honour stating that they are not in one of the situations of exclusion listed above. In case of doubt, they may be requested to provide supporting evidence of non-exclusion. In particular, they will be required to certify that there is no conflict of interest at the time of contracting and that they undertake to inform the Commission or the relevant funding body if any conflict should arise in the course of their duties.

To ensure the independence of the work that they are called upon to perform in their capacity as ‘independent experts’, prior to the signature of their contract, they will be required to attest that they agree to abide by the terms of the code of conduct (including confidentiality aspects) in the electronic exchange system.

Selection criteria:

All the above-requested selection criteria shall be assessed solely based upon the information applicants provide in the application form and annexes.

The applicants shall complete the application form online (CV including information on publications and relevant links). Once their profile is confirmed as valid in the online electronic exchange system, identity details and bank account data with supporting documents can be added.

The identity details are to be completed directly in the expert area on the Participant portal. In addition, a scan of a document proving expert's identity (ID card or passport) is to be uploaded. Both sides of the ID card need to be scanned.

Bank account data are to be completed directly in the expert area on the Participant portal with the following supporting documents:

• a bank statement issued within the last 6 months indicating the bank name, account name and number/IBAN (if applicable), or

• a financial identification form, stamped, dated and signed by a bank representative. (The financial identification form is a document that can be downloaded from the bank account details file in ‘My expert area’).
