Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

Für die Erstellung der Ausschreibungsunterlagen sind vertiefte Kenntnisse des Projektes 2. S-Bahn-Stammstrecke München erforderlich, insbesondere deren terminliche und betriebliche Abhängigkeiten zueinander. Es handelt sich um direkt ineinandergreifende Arbeitsschritte zur Sicherstellung der erforderlichen Qualität der Ausschreibungsunterlagen. Die Leistung ist somit zwingend durch die bereits gebundene Projektsteuerung vorzunehmen.

Ein zusätzlicher AN muss sich durch mehrmonatige Einarbeitung umfangreiches Projektwissen aneignen, insbesondere hinsichtlich der Schittstellen zum Projekt 2. S-Bahn-Stammstrecke München, um die benötigte Leistung ausführen zu können. Dadurch entstehen erhebliche Verzögerungen im Leistungsablauf, die die enge Terminschiene weiter belasten.
