PURCH1304 Estate Strategy — Programme Delivery Partner.
The University of Glasgow (the University) has been inspiring people to change the world for over 550 years, and is recognised as an iconic place of learning and research throughout the world. The University is a world-class, world changing university. It is a place where people are passionate about values. Over the next 10 years the University will transform its campus as part of a major development plan — the single largest estates project in the University's history since the 1870 s.
The University's Estates Strategy identified a number of keynote new buildings as well as infrastructure works with a total construction value of circa 300 000 000 GBP (excl. VAT and fees). The University is seeking a partner for the design and construction of the Estate Strategy projects and overall delivery of a programme of works, over a 10 (ten) year period with a total value of circa 250 000 000 GBP-500 000 000 GBP.
The works are to be awarded as a single appointment to the Programme Delivery Partner who may not necessarily be a single organisation. The University will consider applications from consortia, joint ventures, strategic alliances and other contractual arrangements who will deliver as a single entity — the ‘Programme Delivery Partner’. The University is not seeking the Programme Delivery Partner to provide funding.
The Estates Strategy will support the University's Strategic Plan and ambition by developing a campus that supports the University today and in the future and is innovative and courageous in design, reflecting the University's history and ambition. The University is keen to explore collaborations with a range of partners to support and reflect this ethos and vision in the delivery route selected for the delivery of the Estates Strategy. We are seeking to engage in genuine partnership working arrangements, founded upon a platform of trust and respect.

Description of particular conditions: It is envisaged that a recognised construction industry standard form contract will be used as the basis for the contract, amended to reflect the particular requirements of the project and of the University. Submissions can be created and submitted up to the stated tender deadline. Once the deadline has passed submissions can neither be created nor submitted. It is not advisable for Suppliers to wait until the last moment before creating and dispatching a response in case of any last minute problems. Please note large files should be uploaded as early as possible to ensure transfer before deadline. If a Supplier is having problems uploading to the PCS site, then the University must be informed well in advance and depending upon the merit of the case, the University may arrange for the tender to remain open on the PCS system for a short period after the deadline time stated. System problems do not fall under the University's remit and should be referred to PCS.
Postbox Security: Postbox submissions cannot be accessed by anyone, including Millstream, (the provider of the Public Contracts Scotland system) until the deadline.
Suppliers should note that when asked to complete a tender document, the document must be submitted in the file type in which it was issued (Word, Excel, etc.). Files of any alternative type may only be used where documents are for attachment, rather than completion.
Freedom of Information:
