DVLA requires expressions of interest for the provision of a nursery and play-scheme service. The nursery facility has a maximum capacity for 121 children and holds a BREEME excellent status. Estimated income is 500 000 GBP per annum with potential for growth. The contract will be let for 2 years with the option to extend for a further 1 year. The Contracting Authority wishes to appoint a service provider to provide a high quality nursery service for pre-school children to operate 52 weeks a year; an after school collection service within a five mile radius of the DVLA Main Site (term time) and a play-scheme service for 3-11 year olds (non term time). The service provider will be responsible for ensuring that the nursery complies, at all times, with the National Minimum standards for providers of full day care issued by the Welsh Assembly Government under section 79C of the Children Act 1989. The Nursery will be primarily for the use of staff employed at DVLA and, when agreed by DVLA, some non-DVLA parents. The service provider will be responsible for ensuring that the nursery complies, at all times, with the following: Childminding & Daycare (Wales) Regulations 2002, Children Act 1989, Health and Safety at Work Act 1974, Health Services and Public Health Act 1968 and other relevant statutes or regulations including any laid down by the Local Authority (City and County of Swansea). The new supplier will have gained Care Social Services Inspectorate Wales (CSSIW) DVLA Nursery building approval prior to the commencement of the service.

The purpose of this Prior Information Notice (PIN) is to forewarn interested service providers of this requirement and highlight that we plan to hold ‘Supplier Days' for the purpose of market sounding and to enable DVLA to describe and develop our proposed requirements. The Supplier Day has been scheduled for Wednesday 3.12.2014 and will be held at a location in Swansea. Interested service providers must express their interest via e-mail to the named contact point in section 1.1 above by Friday 21.11.2014 quoting reference PS/14/83 — Provision of Nursery Services providers should indicate if they fall within a small (less than 50 employees) or medium (50 to 249 employees) enterprise category. DVLA encourages open, fair and transparent procurement and omission from any part of the Department's market engagement exercise shall not be taken into account in any subsequent procurement. It should be noted that responding to this notice does not place any service provider in an advantageous position. Following the Supplier Day DVLA anticipates commencing the procurement with the publication of an OJEU contract notice in Quarter 3 2014. The procurement shall include but not be limited to the DVLA and supports DVLA's vision that: ‘Customers are at the heart of our business and drive everything we do. Our digital services and our people exceed our customers' expectations’. DVLA reserves the right to annul the tender process, at any time, and not award a contract.
