Der digitale Impfnachweis ist eine zusätzliche Möglichkeit zum gelben Impfpass, um Impfungen zu dokumentieren. Statt nur im gelben Impfpass Impfzeitpunkt, Impfstoff und Namen vorweisen zu können, sollen Nutzerinnen und Nutzer diese Informationen künftig auch personalisiert bequem auf ihren Smartphones digital speichern können. Der digitale Impfnachweis umfasst eine Impfnachweis-App, eine Prüf-App und ein Backendsystem für die Integration in Arztpraxen und Impfzentren.

II.2.4)Description of the procurement:

Der digitale Impfnachweis ist eine zusätzliche Möglichkeit zum gelben Impfpass, um Impfungen zu dokumentieren. Statt nur im gelben Impfpass Impfzeitpunkt, Impfstoff und Namen vorweisen zu können, sollen Nutzerinnen und Nutzer diese Informationen künftig auch personalisiert bequem auf ihren Smartphones digital speichern können. Der digitale Impfnachweis umfasst eine Impfnachweis-App, eine Prüf-App und ein Backendsystem für die Integration in Arztpraxen und Impfzentren.

Der Auftragnehmer hat insbesondere folgende Leistungen zu erbringen:

- Festlegung des Systemaufbaus und der Architektur des Gesamtsystems in einer Lösungsskizze,

- Festlegung aller Schnittstellen des Gesamtsystems zwischen den Komponenten,

- Entwicklung Impfzertifikatsservice (Frontend und Backend),

- Aufbau des Backend des Impfzertifikatsservice im Rechenzentrum,

- Bereitstellung der Lösung zur Authentifizierung aller Impfzentren,

- Entwicklung und Bereitstellung der Impfnachweis-App (optional zus. Wallet)

- Entwicklung und Bereitstellung der Prüf-App

- Betrieb der zentralen Anteile des Gesamtsystems

- Nutzerdokumentation und Support für den Impfzertifikatsservice für Impfzentren und Arztpraxen

- Bereitstellung Benutzerdokumentation und FAQ für Impfzentren, Arztpraxen, Bürger und Prüfer in

elektronischer Form

- Offenlegung und Dokumentation aller Schnittstellen des Gesamtsystems

- Veröffentlichung des vollständigen und dokumentierten Quellcodes für Impfnachweis-App, Prüf-App und des Frontend des Impfzertifikatsservice und Zustimmung zur kostenfreien Nutzung durch Dritte.

- Erstellung eines Datenschutz- und Datensicherheitskonzepts einschließlich einer Datenschutzfolgeabschätzung.

- Externe Begutachtung der IT-Sicherheit aller Komponenten und externe Durchführung von Penetrationstests.

- Unterstützung bei der Abstimmung mit den europäischen Partnern bei der Weiterentwicklung der Leitlinien.
