Leicestershire County Council is seeking to identify and appoint a Supplier to provide Slurry Sealing Emulsion and Stabilizer. The Contract will be awarded for the 2016 and 2017 season with a works period between 1.4.2016 and 31.12.2017. The anticipated contract value is estimated at 140 000 GBP for the initial two years of the fixed term of the contract. Depending on the Suppliers performance the Contract can be extended for a further 1+1 years making a maximum length of 4 years in total.
The Goods shall be provided under the terms and conditions of the NEC3 supply short contract — April 2013, published by Thomas Telford Limited. The Goods are:
a. K3-60 bituminous emulsion (intermediate grade) PLUS.
b. K3 Stabilizer.

Leicestershire County Council is seeking to identify and appoint a Supplier to provide Slurry Sealing Emulsion and Stabilizer. Some goods may be purchased for projects wholly or part financed by European Union funds.Leicestershire County Council (LCC) will incorporate a minimum 10 calendar day standstill period at the point of information on the award of the contract, as communicated to tenderers. Tenderers who are unsuccessful shall be informed by LCC as soon as possible after the decision has been made as to the reasons why the tenderer was unsuccessful. If an appeal regarding the award of the contract has not been successfully resolved, The Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by breach of the rules to take legal action. Any such action must be brought within the applicable limitation period. Where a contract has been entered into, the Court may order the setting aside of the award decision or order for any document to be amended and may award damages, make a declaration of ineffectiveness, order for a fine to be paid, and/or order the duration of EN Standard form 02 — Contract notice 12 / 16 the contract be shortened. The purpose of the standstill period referred to above is to allow the parties to apply to the Courts to set aside the award decision before the contract is entered into.
