Design and Project Services for Refurbishment and Upgrade to Manchester Town Hall and Albert Square –Lots 1-5.
Provision of design and project services for refurbishment and upgrade to Manchester Town Hall and Albert Square Manchester to provide modern office, commercial, civic, visitor and event areas split into 5 lots; Architectural Services, Structural and Civil Engineer Services, Landscape Services, Building Services Engineer Services and Quantity Surveying Services.
Estimated between 17 700 000 - 22 100 000 GBP overall for all Lots. Please refer to Lot sections below for estimated values for each of the individual Lots.
Architectural services are required from RIBA Stage 2 through to RIBA Stage 7, including soft landings and client training. The architect will act as the lead designer on the Project and Principal Designer. The architect services are required for but not limited to the following; coordinated design, being BIM Manager (designing to BIM Level 2), conservation/ heritage, concept designs, detailed design, as built drawings, specifications, technical assurance, wayfinding, planning applications and discharging conditions, clerk of works and design leadership.
Potential for up to 2 years extension.

Structural and Civil Engineer Services
Structural and Civil Engineering services are required from RIBA Stage 2 through to RIBA Stage 7 including soft landings and client training. Structural and Civil Engineering services on the Project are required for but not limited to the following; detailed design specifications, technical assurance, FM & Operational data, drainage, geotechnical, traffic and transport, highways design and testing, commissioning and training. All of the designs will be to BIM Level 2.
Value excluding VAT: between 2- 2 500 000 GBP.
Landscape Design Services
The Landscape design services are required from RIBA Stage 2 through to RIBA Stage 7. These services are required for but are not limited to the following; concept and detailed design, as built information, providing technical assurance, compliance with disability legislation, urban design and masterplanning, planting and arboriculture, leading the design for public realm and highways including design coordination. Landscape services are to cover the courtyard, Albert Square and surrounding Highways.
Value excluding VAT: between 300 000 - 400 000 GBP.
Building Services Engineer Services
Building services engineering services are required from RIBA Stage 2 through to RIBA Stage 7, including soft landings and client training. Building services engineering services are required for but not limited to the following; design specifications, technical assurance, FM and operational data, utilities, rainwater above ground, IT business modelling, IT network, systems design, lifts, BMS, energy, sustainability and BREEAM/CIBSE, witness testing, commissioning and training. All designs will be to BIM Level 2.
Value excluding VAT: between 4 — 5 200 000 GBP.
Quantity Surveying Services
Full Cost Management services are required from RIBA Stage 2 through to RIBA Stage 6, for all works including the following; cost in use forecasts and management, leading the Target Value Design processes, lifecycle cost estimates, Re-measuring of the works and valuation. Procurement of the remaining direct appointments including all documents except legal, procurement of potential operators. Overseeing and interrogating trade package procurements and to be the Contract Administrator for the Management Contract and all other direct contracts in addition to managing the Project contingency.

The Council wishes to procure a Design & Project Team to design and deliver the refurbishment and upgrade of the Manchester Town Hall and Albert Square. The Town Hall is a Grade I Listed building, opened in 1877.The Council wishes to procure a range of design services which will be divided into 5 Lots. The overall net refurbishment cost is estimated to be 140 000 000 - 160 000 000 GBP. The services will be required from RIBA Stage 2 through to RIBA Stage 7, anticipated to be from June 2017–Dec 2023. Interested parties must submit a completed pre-qualification questionnaire (PQQ). The Council is using the portal known as THE CHEST (www.the-chest.org.uk) where applicants will need to register their details. Once registered, applicants will be emailed a log-in and password which will allow applicants to gain access to the PQQ. Applicants will need to electronically submit the completed PQQ by 19.12.2016. An open day will take place at the Town Hall on 28.11.2016, see questionnaire for details.
The Council will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers prior to entering into the contract. If an appeal regarding the award of a contract is communicated to tenderers prior to entering into the contract. If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly. Where a contract has not been entered into, the Court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the Court may, depending on the circumstances, award damages and/or shorten or order the contract ineffective.
