Het doel van deze aanbesteding kan als volgt worden samengevat.

De Rechtspraak heeft een drietal raamovereenkomsten voor de detachering van hoger opgeleid personeel die het mogelijk maakt rechtmatig en doelmatig, goed gekwalificeerd personeel in te huren voor verschillende opdrachten. Beschikbaarheid op zeer korte termijn is eerder regel dan uitzondering. Deze overeenkomsten expireren per 30 april 2022. Aangezien er onverminderd behoefte blijft aan een dergelijke voorziening, wordt die opnieuw aanbesteed.
