Explanation:
1) The initial framework contract was awarded following an open procedure and the possibility of using Art. 11.1(e) of Annex 1 of the EU Financial Regulation was announced in the tender specifications of the initial procurement procedure.
2) The negotiated procedure under Art. 11.1(e) of Annex 1 of the EU Financial Regulation is proposed to be launched during the 3 years following the entry into force of the original contract.
3) Taking into account the principle of proportionality, the new services should be max. 50 % of the initial contract envelope, in this case 40 %.
