Die Notwendigkeit des gegenständlichen EEA-Bauzwischenzustand hat sich erst im Rahmen der Planung ergeben. Der AN ist bereits für das Gesamtprojekt mit der Planung von EEA beauftragt und die gegenständlichen Leistungen stehen im unmittelbaren Zusammenhang mit dem Gesamtprojekt.
