— Network Rail provides new ballast aggregate for infrastructure construction projects and removes all track excavation waste from the rail infrastructure via a national network of Aggregate Handling Depots (AHDs),
— Network Rail is reviewing the operations within these Aggregate handling depots (AHDs),
— Network Rail’s intention is to provide quality new ballast products, on time and to order, and to apply best available waste management techniques to handle the returning track excavation waste,
— Network Rail are reviewing the operations linked to the loading and unloading of rail wagons, the logistics associated with replenishing new ballast to fulfil customer orders, managing local stockpiles, moving new and waste aggregates within the yard, and processing waste aggregates for diversion from landfill.

Through the putting passengers first strategy, Network Rail is changing to create a more customer focussed, service driven organisation that puts the passenger first. It will bring track and train closer together, embed a customer service mindset and ensure a better focus on performance. Network Rail’s priority remains to deliver a safe and reliable railway. Against this backdrop of transformation to drive safety and performance improvements, the aim of this review is to:
— market test internal service provision against what the supply market has to offer,
— simplify the interfaces throughout the end to end ballast supply chain,
— assure value for money,
— improve quality controls associated with new ballast (i.e. protecting the product through the handling process) to drive performance and efficiency,
— understand opportunities to improve safety and sustainability through best available aggregate and waste management techniques.
