The Design from Riba Stage 3 and construction of circa 150, mixed use, low carbon residential properties together with associated external works, retaining wall boundaries and drainage. To be awarded on the basis of a JCT DB16 contract as amended by a schedule of amendments.
The site represents a unique opportunity for Coastal Housing Group and Pobl Group (2 not-for profit organisations with a track record of delivering high quality new homes for development) to work collaboratively to deliver this innovative, large scale residential development.
This development is being developed by Coastal Housing Group Ltd and Pobl Group Ltd. Whilst the contract will be let via Coastal, the project will remain a collaboration.
Section IV: Procedure
Section VI: Complementary information
Gwynfaen will be a high-quality, cohesive and sustainable community, designed using rural planning principles and led by strong green infrastructure and placemaking ideologies.
The design approach will provide for a strong character and sense of place that seeks to encourage residents to spend time outdoors, engaging with their environment and with each other. This will be a highly sustainable scheme, enabling ‘combustion free living’, embracing cutting-edge energy and drainage technology and ensuring that the wildlife of the area is protected and integrated.
The approach will deliver a low carbon village with attractive, characterful new homes in a landscape setting which capitalises on the stunning location of the site and its panoramic views of the Loughor Estuary and the Gower peninsula. All properties within this development, irrespective of tenure, have been designed to achieve EPC A rating and SAP 96+.
Of the circa 150 new homes produced, this joint venture aims to provide 70 % of the housing as affordable (either intermediate or social rental housing) while integrating a low/zero carbon strategy that is consistent with the latest sustainability standards.
The development also aims to respond to the provisions of the Planning Policy Wales and the Well-being for Future Generations Act by providing a scheme with a strong sense of place, that connects within the existing fabric of Penyrheol and its surroundings and delivers an attractive, vibrant and sustainable community.
For more detailed information in relation to the site, please refer to the City and County of Swansea's planning portal, quoting reference 2019/0911/S73.
