The council are anticipating that in the coming 2 years there will be a need to replace the following systems: CRM, IT Service Desk and possibly HR and Payroll. As the technology exists to have these systems within a single environment which, in line with the Digital Strategy, would allow a single view of the customer as well as efficiencies in terms of integration and double entry. The Council views this as a strategic opportunity.

Recently the Council has implemented the Financial Management System Integra. This is not within the scope of this project.

The Council are looking for 1 or multiple suppliers to provide capabilities to support some, all and not limited, to the above functionality on a single platform.

All suppliers wishing to tender will be given the opportunity to complete a high level demo and to complete a Proof of Concept (POC). Any such work would be carried out at the supplier's own cost and risk. Such work would be used to inform the tender process and assist developing the statement of requirements.

This Prior Indicative Notice (PIN) is to inform the future procurement process, to engage with the market, to identify any perceived barriers to participation. This will also allow us to facilitate stakeholder involvement at earliest stage and ensure the statement of requirements and technical specification are realistic and achievable.

Interested suppliers should register their interest in participating in this tendering process and should also ensure that they are appropriately registered on the Public Contracts Scotland system. The opportunity will be advertised and tendered through the PCS and PCS Tender system and registered suppliers will receive automatic notification.
