1. Contribution to specialised subjects:
1.1. technical writing for the preparation of official documents regarding the procedures of the European Commission;
1.2. review of performance framework and its implementation;
1.3. preparation of support by financial instruments;
1.4. IT expertise on technical implications of e-Government (exchange of information between beneficiaries and authorities responsible for management and control of operational programmes solely carried out by electronic data exchange);
1.5. strategic and progress reports: synthesis of national reports, evidence gathering;
1.6. quality analysis of 'ex ante' evaluations.
2. Evaluations during the programming period:
2.1. assessment of the quality of ongoing evaluations, including an evaluation of evaluation design, reliability of the data obtained, reliability analysis and credibility, clarity and relevance of the results and conclusions;
2.2. ad-hoc analyses of any problem in implementing the programmes.
3. Evaluation of the macroeconomic impact of structural interventions:
3.1. modelling work aiming at understanding the economic, social, environmental impact of the funds on major aggregates;
3.2. quantitative analyses of trade effects of EU aid;
3.3. use and application of the latest developments in regional economic analysis, especially concerning the impact channels of regional aid on economic growth and job creation in the region and impact on disparities of regions within a Member State and the European Union.
4. Thematic analysis and evaluations of community policies:
4.1. partnership and other aspects of the structural funds' delivery systems;
4.2. territorial issues including cross-border, transnational and interregional cooperation.
5. Analysis of thematic objectives and implementation issues:
5.1. strengthening research, technological development and innovation;
5.2. enhancing access to, and use and quality of information and communication technologies;
5.3. enhancing the competitiveness of small and medium-sized enterprises;
5.4. supporting the shift towards a low-carbon economy in all sections;
5.5. promoting climate change adaptation, risk prevention and management;

7.4. development of composite indicators to assess and measure different dimensions of regional development;
7.5. relations between levels of governments in the design and implementation of development policies;
7.6. territorial cohesion;
7.7. urban and rural development.

Applicants shall be excluded from participating in a contract if:
(a) they are bankrupt, being wound up or have suspended business activities, their affairs are being administered by the court, they have entered into an arrangement with creditors or similar measures or are the subject of any proceedings of that nature, or are in any analogous situation arising from a similar procedure provided for in national legislation or regulations;
(b) they have been convicted of an offence concerning their professional conduct by a judgment which is not open to appeal;
(c) they have been guilty of grave professional misconduct;
(d) they have not fulfilled obligations relating to the payment of social security contributions or taxes;
(e) they are guilty of serious misrepresentation in supplying the information required by the authorising department.
