Fusion21 Building Safety and Compliance Framework- Market Engagement Opportunity
Fusion21 is developing a new Building Safety and Compliance Framework. The framework is intended to support public sector organisations in managing the safety and compliance of their buildings.
The draft Lot structure is included in this notice. This PIN Notice is being used to engage with the market to support Fusion21 in shaping the new framework, ensuring it is fit for the marketplace for the next 4 years.
Fusion21 have created a short Survey questionnaire, suppliers are asked to complete the questionnaire.

Asbestos Surveying and Consultancy
The scope of this Lot may include asbestos consultancy, surveying, analysis and related training.
The anticipated value of this lot is 60 000 000 GBP.
Asbestos Abatement and Removal
The scope of this Lot may include asbestos removal, disposal and making good.
Legionella and Water Hygiene Consultancy
The scope of this Lot may include water hygiene consultancy services, undertaking risk assessments, producing management plans and related training.
The anticipated value of this lot is 10 000 000 GBP.
Legionella Monitoring and Control
The scope of this Lot may include water hygiene and legionella monitoring, system labelling, temperature monitoring, TMV testing, water sampling and testing, system/tank chlorination, tank replacement, remedial works and dead leg removal.
Fire Safety Consultancy
The scope of this Lot may include carrying out consultancy services in relation fire safety. This includes: Fire Risk Assessments, engineering, design, inspections/surveys, training, related software.
The anticipated value of this lot is 40 000 000 GBP.
Passive Fire Safety
The scope of this lot may include design and installation/ refurbishment/ upgrading of passive fire safety measure to provide fire rated building compartments, this includes compartmentation, fire doors, intumescent vents, fire resistant glazing and fire signage.
The anticipated value of this lot is 120 000 000 GBP.
Active Fire Safety
The scope of this lot may include Fire Alarm Systems, Smoke Alarms, Emergency Lighting, Fire Fighting Equipment, Sprinkler Systems and AOVs.
Electrical Testing (and electrical works)
The scope of this lot may include fixed wire testing (EICRs), PAT testing, microwave testing, lightning conductor testing. The scope of this lot may also include Electrical Works and Re-wiring.
The anticipated value of this lot is 80 000 000 GBP.
The scope of this lot may include Door Entry / Access Control, CCTV, Auto Gates, Barriers, Doors, TV Aerial Equipment.
Warden Call and Tele-health
The scope of this lot may include warden call systems and remote health monitoring.
Local Exhaust Ventilation
The scope of this lot may include the design, installation, maintenance, inspection and testing of equipment for local exhaust ventilation such as fume cupboards and dust extraction systems that control substances hazardous to health.
Fall Restraint Systems (Latchways)
The scope of this lot may include the design, installation, maintenance, inspection and testing of fall restraint and arrest systems protect whilst working at height.

The Fusion21 Members Consortium is an association formed by bodies governed by public law. A copy of the Terms of Membership and a list of Members are available on our website (see section I.1).
Fusion21 is looking to engage with suppliers that can deliver the nature of works outlined in each lot. The final lot structure within the contract notice will include a more detailed scope of works.
The purpose of this exercise is to engage with the market so that suppliers have the opportunity to assist in shaping the Framework in a way that reflects what the market can deliver for Fusion21 Members. The lot structure outlined in this PIN Notice is not a firm commitment and is subject to change.
Interested parties should note that, whilst this PIN Notice indicates the development of a Framework Agreement, some parts of the service may result in the development of a Dynamic Purchasing System instead of a Framework Agreement, but this will be determined through this early market engagement activity.
