3) Technical capacity of candidate (based on items 5 and 6 of the application form)

Legal persons:

(a) The candidate (individual company or consortium altogether) has implemented, during the last 5 years(January 2010 up to the deadline for the receipt of applications indicated under item 23 below), each of the following activities in at least 2 projects: (i) preparation of technical design specifications for design, construction and operation of port infrastructure, (ii) strategic and commercial analysis of commercial ports, and (iii) environmental and social risks in the context of port infrastructure, and should demonstrate that it had a participation of minimum 50% in each of the project(s) brought as reference. In each project referenced, the value of the services provided should have a minimum value of EUR 300,000 equivalent. If the services were provided as a part of a consortium, the value of the services provided by the candidate should be at least 50% of the value of the services provided by the consortium.

(b) The candidate (individual company or consortium altogether) has provided, during the last 5 years (January 2010 up to the deadline for the receipt of applications indicated under item 23 below), the following activities in at least 2 port projects: preparation offender documentation and support during tender process for large investment in port facilities (of a minimum investment value of EUR SOM) under PPP structures. In each project referenced, the value of the services provided should have a minimum value of EUR 200,000 equivalent. If the services were provided as a part of a consortium, the value of the services provided by the candidate should be at least 50% of the value of the services provided by the consortium.

(c) The candidate (individual company or consortium altogether) has implemented, during the last 5 years (January 2010 up to the deadline for the receipt of applications indicated under item 23 below), at least 2 industrial development projects in Egypt

Note to candidates: the projects referenced must have been completed (i.e. final payment made by the client) before the deadline for the submission of applications. The candidate may refer to a part of an assignment which has not yet been completed, but only in so far as that part is successfully completed and its date of completion and the candidate’s contribution may be clearly identified and proven through adequate documentary evidence (such as certificates from the client). Where the projects referenced have been implemented by consortia comprising two or more of the members now associated as a consortium for this tender procedure, their respective percentages shall be added together, in order for the application to be assessed on the basis of the consortium as a whole.

In each project referenced, the value of the services provided should have a minimum value of EUR 200,000 equivalent. If the services were provided as a part of a consortium, the value of the services provided by the candidate should be at least 50% of the value of the services provided by the consortium.

(c) The candidate (individual company or consortium altogether) has implemented, during the last 10 years (January 2005 up to the deadline for the receipt of applications indicated under item 23 below), at least 1 port or industrial project in MENA Region.

Note to candidates: it is recommended that a local experienced company with competent people proficient in Arabic and English languages is part of the candidate structure. The projects referenced must have been completed (i.e. final payment made by the client) before the deadline for the submission of applications. The candidate may refer to a part of an assignment which has not yet been completed, but only in so far as that part is successfully completed and its date of completion and the candidate’s contribution may be clearly identified and proven through adequate documentary evidence (such as certificates from the client). Where the projects referenced have been implemented by consortia comprising two or more of the members now associated as a consortium for this tender procedure, their respective percentages shall be added together, in order for the application to be assessed on the basis of the consortium as a whole.
