20/01221 — Contract for the Annual Hire of a Vessel for Marking Mackerels 2021-2024
The institute of marine research wishes to hire a purse seine vessel for marking and biological sampling of mackerels on the spawning grounds west of Ireland/the Hebrides/Shetland for approximately 30 days a year in the period 2021-2022, possibly up to and including 2024.

The institute of marine research shall carry out cruises on the spawning grounds west of Ireland/the Hebrides/Shetland/for marking a significant number of mackerels and biological sampling in the above-mentioned period, to a total of approx. 30 days per year, in the period from the first week of May to the second week of June. The actual catch of the mackerels takes place by using hand line machines and catching and marking takes place continuously (except during transport) in the period from 6.00-22.00 every day, with guard systems distributed to tenants and ship owners' personnel for a total of 12 working hours per day.
The cruise starts and ends in Bergen.
The hirer must have an option for 2 years extension, for 2023 and 2024.

The complaints and enforcement system in Norway is based on private initiative, typically from a supplier that was not awarded the contract. If the tenderer wants a binding decision, the case must be brought before a court of law. The judicial review is supplemented by a separate Appeals Board for Public Procurement (KOFA). KOFA has the authority to impose a violation fee for illegal direct procurements and to provide advisory opinions on other violations of the procurement regulations.
