Procurement of Development of a New ADT Calculation Method
The aim of the procurement is to develop a methodology to calculate the ADT on national roads, county roads and the most important municipal roads. In addition we would like other relevant traffic parameters, such as the number of lorries/occupational vans a day and the number of vehicles in the weekend.
The contracting authority would like tenders for methodology for ADT calculation on the road network.
The results from the assignment will be a method description and drivable code.
Aim of the project:
— reduce the need for manual work,
— good estimates of traffic on country roads (ADT),
— good estimates of traffic in urban areas (ADT).
Section III: Legal, economic, financial and technical information
Tenderers must have sufficient economic capacity to implement the contract.
The contracting authority will obtain a credit rating from Experian.
Credit worthiness will be sufficient to meet the requirement.
If in doubt, the contracting authority can obtain further information from tenderers.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial capacity with any other document that the contracting authority deems suitable.
Tenderers must have experience from relevant assignments.
Tenderers must confirm that they comply with this requirement when submitting their tenders.
Tenderers must present the following documentation proof if requested by the contracting authority.
A list with a minimum of 3 (maximum 5) of the most important relevant assignments and services performed in the last 3 years, including information on the value, extent/scope, dates, a brief description of the assignment and the name of the public or private recipient.
A tenderer who is newly established and cannot submit references, must be particularly careful to demonstrate that they have the prerequisites to carry out the assignment.
Newly established tenderers can document fulfilment of the requirement by referring to the experience of offered persons/resources that have developed their skills in the service of other providers.
