Refurbishment of the London Embassy of the Islamic Republic of Afghanistan
Procurement of the Main Contractor for the refurbishment of the London Embassy at 31 Princes Gate, Exhibition Road, London SW7 1QQ. The Works required are to refurbish and remodel the property to provide a modern consulate for the Embassy, restored residential rooms, modern offices for staff, and residences for the Ambassador and guests. The Works include but are not limited to the comprehensive strip-out of the existing services and finishes, demolition works, and all structural, architectural, mechanical and electrical, internal finishes and external works as per the drawings and specifications made available.

The Contracting Authority intends to invite 3 economic operators to participate in a competitive procedure with negotiation.
The Contracting Authority shall invite the 3 economic operators to participate in a competitive procedure with negotiation who have:
(a) submitted a compliant PQQ response; and
(b) gained a PASS in respect of the evaluation of each question in the PQQ Template (uploaded with this notice) (where identified as “pass/fail” questions) carried out pursuant to the PQQ; and
(c) scored 4 or more for each question in Part 3.7 of the PQQ Template; and
(d) achieved the highest combined score in respect of technical experience essay questions calculated in accordance the PQQ.

The procurement of the Main Contractor for the refurbishment of the London Embassy at 31 Princes Gate, Exhibition Road, London SW7 1QQ procured by the London Embassy in accordance with the Procurement Law of the Islamic Republic of Afghanistan which requires that Afghan Government entities which are located outside of Afghanistan must conduct procurements in accordance with the rules and regulations of the host country. Therefore, the Works are being procured by the London Embassy in accordance with the Public Contract Regulations 2015 ("Regulations"). From an EU perspective, this means that the London Embassy is applying the provisions of the Regulations on a voluntary basis to the Procurement Process.
Economic operators participate in the Procurement Process entirely at their own risk and the London Embassy does not accept any liability in respect of costs incurred in relation to this Procurement Process.
The London Embassy shall not evaluate Tenders received past the specified deadline time, compliance with which is the sole responsibility of interested parties. Economic operators which alter their composition after submitting a Tender will be the subject of a re-evaluation. The London Embassy reserves the right not to award any contract as a result of the Procurement Process initiated by this Contract Notice and to make whatever changes the London Embassy deems appropriate to the content, process, timing and structure of this Procurement Process. The London Embassy reserves the right to terminate this Procurement Process at any time.
It is anticipated that the successful tenderer will be announced in March 2019. Under section II.2.7, the duration of contract is estimated to be 14 months. The duration included in this Contract Notice is an estimate only.
