The Baltic Pipe project is connecting the Norwegian gas transmission system to the Danish transmission system by a subsea pipeline in the North Sea and then connecting to the Polish transmission system by a subsea pipeline in the Baltic Sea to facilitate the gas supply to Poland. The connection between the Norwegian grid and Denmark includes an offshore pipeline end manifold (PLEM) at the connection point to Europipe II (EPII), a ~105 km offshore pipeline in the North Sea (Europipe II Branch Pipeline) routed to the landfall location at Houstrup beach and a 19 km onshore pipeline from the landfall to the gasreceiving terminal at Nybro.

II.2.4)Description of the procurement:

The scope of the works may consist of, but not limited to, some extent of design, procurement, prefabrication, construction and testing related to the commissioning of the Europipe II Branch Pipeline. Both offshore and onshore operations will be included in the scope of work.

Preparations and execution of the following operations will be included in the scope of work:

— post subsea tie-in leak test,

— flooding of onshore pipeline,

— dewatering and drying of pipeline with MEG and HC-gas from Nybro,

— purging and pressurization of PLEM with Nitrogen,

— pressurisation of pipeline with HC-gas from Nybro,

— introduction of HC-gas from Europipe II.

The EPII Branch Pipeline is planned to be installed in 2021. The pre-commissioning and commissioning activities as specified above are planned to be performed during first half of 2022.

The market consultations will be conducted as individual meetings for duration of approximately 3 hours, at Energinet locations Erritsø or Ballerup in Denmark.

Prior to the meeting Energinet will — in week 44 — forward an agenda with discussion topics and relevant technical data to enable the selected contractor to prepare and to set a relevant team for an open dialogue and discussion of primarily technical issues.

Applicants should already make reservations for possible meetings in week 45 and 46.

The application shall include minimum one reference as lead contractor for commis-sioning off offshore gas pipeline. Submission deadline of application to participate in market consultations and to supply references for prior relevant works on EU-Supply: 18.10.2019, at 12.00 CET. Energinet reserves the right to limit selection of representative suppliers to 3-5.

The Baltic Pipe project is connecting the Norwegian gas transmission system to the Danish transmission system by a subsea pipeline in the North Sea and then connecting to the Polish transmission system by a subsea pipeline in the Baltic Sea to facilitate the gas supply to Poland.

The connection between the Norwegian grid and Denmark includes an offshore pipeline end manifold (PLEM) at the connection point to Europipe II (EPII), a ~105 km off-shore pipeline in the North Sea (Europipe II Branch Pipeline) routed to the landfall location at Houstrup beach and a 19 km onshore pipeline from the landfall to the gasreceiving terminal at Nybro.

During installation, the offshore pipeline will be flooded with filtrated and inhibited sea water. After installation is completed, the offshore pipeline will be connected to the PLEM via a flanged spool performed by divers, and welded to the onshore pipeline at the beach.

The scope for the tendered assignment will include pre-commissioning and commissioning of the Europipe II Branch Pipeline from the PLEM pig launcher/receiver to the Nybro terminal pig launcher/receiver.

Energinet intends to hold initial market consultations with contractors that have relevant experience starting 2019 week 45 and 46. The market consultations will primarily be focused on technical issues to prepare for coming tenders and to get relevant market insights.
